HUD Cites NIST's Community Resilience Planning Guide Among Aids to State and Local Governments

As part of its efforts to encourage communities to consider their resilience to natural hazard risks, the U.S. Department of Housing and Urban Development (HUD) is citing NIST's Community Resilience Planning Guide for Buildings and Infrastructure Systems as a helpful tool. HUD's recently proposed revisions to its Consolidated Planning Process calls for state and local governments to evaluate "the vulnerability of housing occupied by low- and moderate income households to natural hazard risks, many of which may be increasing due to climate change, in their consolidated planning efforts." The NIST Guide, which offers communities a six-step process to strengthen planning for improving community resilience, stresses the need to involve all stakeholders, including vulnerable populations.  It provides a practical and flexible approach to help communities improve their resilience by setting priorities and allocating resources to manage risks for their prevailing hazards.
