What is China Compulsory Certification (CCC) marking?

China Compulsory Certification (CCC) marking is a conformity assessment system required for the importation and sale of goods in China. It is implemented by China National Certification and Accreditation Administration (CNCA) for the purpose of protection of national security, human health or safety, animal and plant life or health, and environment and prevention of deceptive practices.

Products not meeting the requirements may be held at the border by Chinese customs and subject to other penalties.

 

What is the application process for applying for a CCC Mark?

Once you determine that your product is required to comply with the CCC mark, you must ensure you have the most recent implementation rules. The Chinese Certification and Accreditation Authority (CNCA) has published Implementation Rules for Compulsory   Certification*. The implementation rules also cite mandatory GB standards that must be complied with.

  1. Application—the appropriate documentation is submitted to proper authorities.
    1. Application and factory questionnaire for initial factory inspection
    2. Product description, including materials lists, photos, EMC reports, warning labels, etc.
  2. Testing—An accredited Chinese laboratory, according to mandatory GB standards, must perform sample testing
  3. Factory Inspection—Chinese inspectors must conduct factory inspection on every factory that makes a component of the final exported product. This is to evaluate the company’s current quality systems as well as ensure the factory meets Chinese standards for quality management. (Note: Chinese inspectors will need U.S. visas to visit U.S.-based facilities. Difficulty in getting a visa may slow  your CCC mark application)
  4. Evaluation—The testing a factory inspection results are evaluated to determine if the CCC is granted
  5. Marking— The CCC mark is affixed to the product.
  6. Follow-up inspection— the manufacturing facility must be inspected every 12-18 months.

Be aware that your product may have to comply with other requirements beyond CC C marking. Export.gov has information on additional Chinese Laws, Standards and Customs Regulations.

China is a member of World Trade Organization (WTO) and as such is required to notify WTO if new or amended  technical regulations, product standards and "conformity assessment procedures" (testing and certification procedures) could  create unnecessary obstacles to trade. How do I mark my product?

Only after the CCC certificate for the product has been issued can the manufacturer apply for CCC mark and labeling.  The certificate number for the product must be included in the application for printing the CCC Mark. The manufacturer has two options:

  • Purchase a standard-sized mark from CNCA
  • Submit a drawing to CNCA for approval with your CCC mark application and print your own. 

What standards are used to show compliance?

The standards used for CCC are the Chinese GB standards.  Many of the standards are equivalent to international standards, but there may be other non-technical requirements that must be adhered to. 

Standards can be located on the Standardization Administration of the People’s Republic of China’s website.

CCC marking applies to 20 product groups divided into 158 categories:
