An Analysis of an Inventory of Community Resilience Frameworks

Abstract

This NIST Data Article documents the development and analysis of an inventory of 56 community resilience frameworks. This article represents the second of three products to be released as part of the foundational work to catalog, analyze, and document frameworks for the purposes of developing a community resilience methodology. The frameworks are categorized the in terms of their focal areas, spatial units of analysis, and the indicators and measures used within each. The article further examines the indicators and measures used within each framework in greater detail. Each indicator is examined as to the nature of its composition and each measure is analyzed and categorized according to its variable type, temporal reporting, spatial unit of analysis, and spatial availability. The results incorporate all categorizations to enable the results to be more quantifiable in nature. NIST researchers envision the inventory as beneficial to academic researchers and practitioners, as well as other community stakeholders as they work to understand the many community resilience methods available. This article, coupled with the Indicator Inventory and other forthcoming products, provides a ready guide for these groups to either make use of existing frameworks for tailoring a methodology to assess their community's resilience, for the purposes of securing grant funding, or furthering research in the resilience assessment space.
