Walter J. Rossiter Jr.
Dr. Walter J Rossiter, Jr. is a guest researcher in the Polymeric Materials Group of the Materials and Structural Systems Division (MSSD) of the Engineering Laboratory (EL) at the National Institute of Standards and Technology (NIST). In 2006, Dr. Rossiter retired from NIST where he was a research chemist with the Building and Fire Research Laboratory with over 35 years' experience in the performance of organic building materials. In this position, he was a principal investigator within the roofing research program, leading numerous studies on the characterization and performance of roofing and insulation materials and components. Dr. Rossiter published extensively on these topics. Also, Dr. Rossiter was a principal investigator responsible for studies focusing on in-the-field detection and measurement of lead in paint and dust.
During his NIST tenure, Dr. Rossiter gained considerable expertise on the development of voluntary consensus standards, particularly those issued by ASTM. Dr. Rossiter has held ASTM membership for more than 30 years. As a guest researcher, Dr. Rossiter principally provides assistance to the Polymeric Materials Group staff in developing ASTM standards. Illustrative of his ASTM activities, he is a past chairman of ASTM Committee D08 on Roofing and Waterproofing, and also of Subcommittee D08.18 on Non-Bituminous Organic Roof Membranes. Since 1990, Dr. Rossiter has co-chaired the D08 symposium series on Roofing Research and Standards Development and has organized five symposia with papers published in Proceedings within the ASTM Special Technical Publication series. In 1994, ASTM presented him with its Award of Merit. In 2008, Committee D08 presented him its highest award, the William C. Cullen Award for contributions to the Committee and the roofing community in general. Presently, Dr. Rossiter is a member of Committee E54 on Homeland Security wherein, on behalf on the Polymeric Materials Group, he has been a co-leader in the development of a standard test method and a standard specification for Blast Resistant Trash Receptacles.
