Stephen J. Yuter serves as the Director of the Office of Acquisition and Agreements Management (OAAM) and the Bureau Procurement Official (BPO) for the National Institute of Standards and Technology (NIST) as a member of the Senior Executive Service. Mr. Yuter has the responsibility of overseeing the full range of acquisition and financial assistance activities to support agency programs, operations, and mission objectives of driving innovation and industrial competitiveness.
Mr. Yuter is a recognized subject matter expert and dynamic thought leader with nearly 20 years of experience in all facets of government contracting and federal acquisition. Prior to his position as the Director, OAAM, Mr. Yuter served as Senior Vice President and Public Sector Contracts Leader with global PR firm FleishmanHillard. Previously, he was Senior Manager and Chief Contracts Strategist with Deloitte and Director of Capture Strategy with Red Team Consulting, providing invaluable insights into strengthening go-to market strategies to support growth efforts for his clients. Prior to his time in the private sector, Mr. Yuter provided executive leadership for contracting operations, acquisition policy, and workforce development as the Director of Acquisition Management and Head of the Contracting Activity (HCA) at the Department of Health and Human Services (HHS), Indian Health Service (IHS). Prior to HHS, he held senior acquisition and contracting leadership positions at HUD, USDA, DHS, and DoD, and served as source selection authority for over $10B of contracts.
An active member of the contract management and procurement community, Mr. Yuter is a current member of the Certification Oversight Body (COB) and served two terms on the National Contract Management Association (NCMA) Board of Directors. He is an NCMA Fellow and inductee of the President’s Circle Club, as well as former President of the Potomac Chapter. In addition to his involvement in NCMA, Mr. Yuter is a Fellow of the American Council for Technology (ACT)/Industry Advisory Council (IAC) and a graduate of the Partners Leadership Program. He is a current mentor in both organizations’ leadership development programs and also maintains membership with the Project Management Institute (PMI).
Mr. Yuter holds a B.S. in Marketing and Business Administration from Florida Atlantic University, an M.S. in Management from the Florida Institute of Technology, a Master's Certificate in Government Contracting from George Washington University, and a Certificate in Executive Leadership from Cornell University. He currently holds numerous professional certifications including the CPCM, CFCM, PMP, and FAC-C III, and is an adjunct faculty member at both the University of Virginia and The Public Contracting Institute.
