Overview
A Cooperative Research and Development Agreement (CRADA) is a partnering tool allowing federal laboratories to work with U.S. industries, academia, and other organizations on cooperative Research and Development (R&D) projects. CRADAs provide flexibility in structuring project contributions, intellectual property rights, and in protecting proprietary information and CRADA research results.

The purpose of this collaboration is to evaluate interoperability issues and the state of the art of Long-Term Evolution (LTE) systems, components, applications, and services, and the applicability to the needs of public safety agencies.  PSCR is using CRADAs to help evaluate the ability of new technologies to augment existing LTE system capabilities, as well as various communication technologies, to enhance public safety capabilities. The collaboration will stimulate and address various systems related to 700 MHz Public Safety Broadband network issues identified by PSCR, its stakeholders, and its sponsors. The PSCR program will contribute expertise in identifying specific areas of investigation and will jointly perform analysis of results.

PSCR Stakeholder Participation in the Demonstration Network
PSCR will invite public safety broadband  industry stakeholders to participate in the Demonstration Network with their products after consideration of eligibility. The network has over 50 executed CRADAs with multiple companies. Companies who execute CRADAs have access to detailed PSCR test procedures and work with PSCR in refining those procedures in future updates of the test plan.

Products Must Be within the Scope of PSCR Work
» PSCR meets with potential participants to determine if they are a good fit.
» Typical research contributions include infrastructure equipment (e.g.,Mobility Managemnet Entity (MME), Serving Gateway/Packet Gateway (SGW/PGW), Policy and Charging Rules Function (PCRF)), subscriber equipment, test equipment, antenna’s, software testing, hardware testing, and others.

Participants Receive No Funding
» No funding is available for participants.
» Stakeholder participation is voluntary.

CRADA Approval Process
» When potential participant is identified by PSCR, it takes a minimum of six weeks to prepare and finalize a CRADA.
» Each Stakeholder’s Agreement will have identical terms and conditions. The template CRADA for this project is available for preview. A signature copy is prepared for each potential participant. This signature copy should be signed by whomever typically signs Non-Disclosure Agreements (NDA) in your organization. Our version varies from this.
» We cannot accept any components for use by the Demonstration Network until a CRADA has been fully signed by the Commerce Agencies and the Stakeholder.
