In July 2013, NIST MEP and DOT's Federal Transit Administration (FTA) executed an Interagency Agreement to maximize nationwide compliance with Buy America provisions associated with FTA funded commuter rail (including regional and high speed), heavy rail (including subways and metros), light rail (including rapid, streetcar, interurban (operating on the general freight railroads), trolleys and circulators), and bus (including express coach, rapid, local, and circulators). The FTA is proactively seeking to create awareness of potential transit supplier opportunities. The objective is to maximize compliance and minimize waiver requests to the DOT seeking an exemption of the Buy America provisions associated with the project awards based upon the "nonavailability" exception to the provisions which claim that relevant manufactured goods are not produced in the United States.

The NIST MEP Make it in America Supplier Scouting Team in conjunction with the American Public Transit Association (APTA) and the U.S. Department of Transportation (DOT) Federal Transit Administration (FTA) conducted a webcast to provide an introduction to the important collaboration between the DOT FTA and NIST MEP that's focuses on the development of a more robust domestic supply base in the U.S. for transit applications. Supply Chain Forums
In 2014 MEP hosted two Next Generation Supply Chain Connectivity Forums. The objective of these forums is to bring large OEMs and Tier 1 Suppliers together with smaller, capable and interested U.S. manufacturers to maximize nationwide compliance with Buy America provisions associated with the FTA funded commuter rail, heavy rail, light rail, and bus projects. These one day forums will include representatives from federal and state agencies, local economic development agencies, associated OEMs, and U.S manufacturers who could potentially be their suppliers.
