Verify that the NUT doesn't process Router Soliciation and Router Advertisment messages with fragments Header.

1. TR1 transmits Router Advertisement A and RA fragment.
2. TR1 transmits an Echo Request to the HUT.

Step 2:
Observe the NUT transmitting a Neighbor Soliciation indicating that it didn't process the Router Advertisment.
The NUT must not transmit an Echo Reply.
