Purpose

  Verify that the NUT doesn't process Router Soliciation and Router Advertisment messages with atomic fragments.

Procedure

  Part A: Router Advertisment with Atomic Fragment (Host Only)
   1. TR1 transmits Router Advertisement A.
   2. TR1 transmits an Echo Request to the HUT.

Observable Results

  Part A
   Step 2:
      Observe the NUT transmitting a Neighbor Soliciation indicating that it didn't process the Router Advertisment.  
      The NUT must not transmit an Echo Reply.
