Part A: MAX_RA_DELAY_TIME
1. TN1 transmits Router Solicitation A twice, 3 seconds apart. The Destination Address is the all-
routers multicast address.
2. Observe the packets transmitted by the RUT.

Step 2: The RUT MUST transmit a Router Advertisement between 0 and
MAX_RA_DELAY_TIME (0.5) seconds after the receipt of each Router Solicitation A.
