In conducting strategic planning the Baldrige Program decided to utilize the development of a strategy map and aligned balanced scorecard as the framework for strategy development. The idea came from a team of our staff that had been charged with developing an impact plan to capitalize on our Gallup Q12 survey results. The concept was endorsed by the leadership and planning activities began in February of 2011. On June 15, 2011 the draft strategy map and associated metrics was presented to the Baldrige Board of Overseers for review and approval. At this point the externally focused portions of the map (Funder/Stakeholder and Customer perspectives) had been completed and our intent was to confirm this portion of the strategic direction prior to addressing the internally focused areas (Internal Processes and Learning & Growth). Since that time, work on the full Strategy Map has been completed and vetted with numerous stakeholder groups.
