Margaret Phillips is a Selection Analyst for the NIST Technology Innovation program. Her duties include program outreach planning, state relations, and development of relevant areas of critical national need for the TIP program. Prior to joining the TIP program in 2007, she was part of NIST’s Manufacturing Extension Partnership program, where she held a variety of positions during her tenure (1994-2007) including Acting Deputy Director, Associate Director for Finance and Administration, Associate Director for Center Review and Analysis, and Senior Regional Manager for the Great Lakes Region.

Prior experience includes 5 years with Lawrence Associates, Inc. in Dayton, OH, a consulting and technical services firm. Ms. Phillips managed the firm's technology transfer division, working with DOD laboratories to design and implement technology transfer strategies and activities.

Additionally, Ms. Phillips served in the U.S. Air Force for 10 years, in a variety of acquisition, program management, contracting and manufacturing related duties.

Education includes a BS and MS in Chemistry, an MBA in Acquisition and Contracting, and a JD.
