Abstract

Congress has directed the United States Department of Transportation to establish a standard for a minimum level of retroreflectivity that must be maintained for pavement markings and signs which apply to all roads open to public travel. Presented are the preliminary plans for the National Calibration Facility for Retroreflective Traffic Control Materials. Stated is the problem statement along with the research approach for solving this problem. The requirements for the reference retroreflectometer are based on information collected from national and international standards and from meetings with various people knowledgeable in the field of retroreflective measurements. The reference retroreflectometer plans include a design of the source, the goniometer and the detectors. Most importantly, an in-depth description of how the reference retroreflectometer will be aligned and absolutely calibrated for ({alpha,} {Beta1,}{Beta2,}{Eipsilon}) parameters is presented. The uncertainty expectations for these parameters plus the (ωs, γ, a, b, e, d) parameters are calculated.Traceability to the National Institute of Standards and Technology is defined and the method of achieving traceability is described. The role of accreditation through the National Voluntary Laboratory Accreditation Program or the Measurement Assurance Program is discussed.((XI P., P2, I-) parameters is presented. The uncertainty expectations for these parameters plus ((O,, 7, a,. b, e, d) parameters are calculated.Traceability to the National Institute of Standards and Technology is defined and the method of achieving traceability is described.
