DRAFT Test Assertions for VVSG 1.0 Section 3.2.1, October 2014

Requirement 3.2.1

VVSG 1.0 Requirement 3.2.1: The voting process shall incorporate the following features that are applicable to all types of disabilities.

Note: This is ahigh-level requirement that is fulfilled by the lower-level ones.

Requirement 3.2.1a

VVSG 1.0 Requirement 3.2.1a: When the provision of accessibility involves an alternative format for ballot presentation, then all information presented to voters including instructions, warnings, error and other message, and ballot choices shall be presented in that alternative format.

Test Assertions

TA321a-1: IF the voter is using an alternative format with an Acc-VS for ballot presentation, THEN all ballot information SHALL be present in that ballot presentation.

TA321a-2: All information presented to the voter SHALL include, but is not limited to, instructions, warnings, error and other messages, and ballot.

TA321a-3: Accessibility SHOULD be provided to the voter throughout the entire session including, but not limited to, system activation and/or session initiation (e.g. use of an activation card), review of the ballot, and final casting of the ballot.

TA321a-4: Individual system components (such as ballot markers, paper records, and optical scanners) SHALL BE available to, and usable by, individuals with disabilities.

Requirement 3.2.1b

VVSG 1.0 Requirement 3.2.1b: The support provided to voters with disabilities shall be intrinsic to the accessible voting station. It shall not be necessary for the accessible voting station to be connected to any personal assistive device of the voter in order for the voter to operate it correctly.

Test Assertions

TA321b-1: The voter SHALL NOT be required to use any personal assistive device in order to operate the voting system interface correctly.

TA321b-2: The accessible voting station SHALL NOT be precluded from providing interfaces for assistive technology.

TA321b-3: The accessible voting station SHALL NOT prohibit the voter from using ordinary non-interfacing devices, such as eyeglasses or canes.

Requirement 3.2.1c

VVSG 1.0 Requirement 3.2.1c: When the primary means of voter identification or authentication uses biometric measures that require a voter to possess particular biological characteristics, the voting process shall provide a secondary means that does not depend on those characteristics.

TA321c-1: IF the primary means of voter identification uses biometric measures that require a voter to possess particular biological characteristics THEN the voting process SHALL provide a secondary means that does not depend on those characteristics.

TA321c-2: IF the primary means of authentication uses biometric measures that require a voter to possess particular biological characteristics THEN the voting process SHALL provide a secondary means that does not depend on those characteristics.

TA321c-3: IF fingerprints are used for authentication THEN another mechanism SHALL BE provided for voters without usable fingerprints.

TA321c-4: IF fingerprints are used for authentication THEN another mechanism SHALL BE provided for voters without usable fingerprints.
