Andrew Rukhin was born in Russia, and graduated from the Leningrad State University in 1967. In 1970 he defended his Ph. D. thesis “Probabilistic and Statistical Problems on Groups” and worked at the Steklov Mathematical Institute until his emigration to the USA in 1976. During his academic career he was a Professor at Purdue University (1977–1987), at the University of Massachusetts, Amherst (1987– 1989), and at the University of Maryland at Baltimore County (1989–2008). Now he is a full time employee at SED working on statistical issues of metrology, and Professor Emeritus at the University of Maryland, Baltimore County.
Rukhin has published over 200 papers, presented over 150 invited lectures at various universities, and presented about 80 invited papers at statistical conferences. Dr. Rukhin works in the following areas at NIST:
