Community Resilience Implementation Guidelines

The Community Resilience Implementation Guidelines are intended to promote best practices to help communities develop their own resilience plan. Given the broad scope of resilience, the Guidelines will initially focus on critical buildings and infrastructure, given the importance of these facilities to response and recovery following a disruptive event. As resources become available, NIST will expand its program to include guidance for all building types.

Guideline Goals:
The Community Resilience Implementation Guidelines will provide methods and best practices for topics such as:

  • Establishing performance goals for critical buildings and infrastructure systems essential to community resilience
  • Evaluating the resilience of critical buildings and infrastructure lifelines
  • Designing and constructing to achieve resilience
  • Designing community emergency response and evacuation systems
  • Preparing community residents and workers
  • Designing of new systems or upgrading of existing systems in the face of evolving hazards

The document will identify existing standards and codes that can be used to implement guidelines and will provide guidance on how to apply existing tools to enhance community resilience. The Guidelines are intended to accelerate community resilience planning and will include available metrics.
