Mr. Rivera is a senior level advisor with over 20 years of progressively responsible experience in the integration of financial management functions with the overall business operating strategy in order to meet organizational objectives and program goals. Mr. Rivera has a strong background leading the planning, programming and budgeting strategies for formal budget submissions to the Executive and Legislative Branches.
Prior to coming to NIST in 2009, he spent 12 years as a Budget Officer at the National Institute of Health (NIH). Mr. Rivera served as a Budget Officer for the National Human Genome Research Institute (NHGRI) and the National Institute of Nursing Research (NINR).
From 1995-1998, Mr Rivera served as the Budget Officer at the U.S. Diplomatic Mission to the North Atlantic Treaty Organization. Mr. Rivera was responsible for the formulation, justification, presentation, and execution of USNATO (Department of Defense, State, FEMA, and USIS) 5 unique budget appropriations. Mr. Rivera managed the operating budgets supporting Congressional Delegations (CODEL), Presidential, Summits, and NATO Ministerial meetings.
Mr. Rivera served as a Budget Analyst at the U.S. Army Communications Security Logistics Activity,where he was responsible for the formulation, justification, presentation and execution of Defense Business Operating Funds, Other Procurement Army and Operations and Maintenance Army appropriated funds.
Mr. Rivera received a Master of Business Administration (MBA) from Embry-Riddle Aeronautical University. Mr Rivera is an honor graduate from the U.S. Army Logistic Management College.
