As Chief of Staff at the U.S. Department of Commerce's National Institute of Standards and Technology, Mr. Heyman manages the external relations, planning, and program evaluation activities of an agency charged with promoting U.S. innovation and industrial competitiveness by advancing measurement science, standards, and technology in ways that enhance economic security and improve our quality of life. NIST conducts research in areas ranging from physics, materials, chemistry and biotechnology to electrical engineering, building and fire research, information technology and manufacturing. NIST also runs a nationwide manufacturing extension service with operations in all 50 states, research and development grants program which accelerates the development of innovative technologies for broad national development by partnerships with the private sector, and the Baldrige National Quality Program that helps U.S. organizations to improve their performance. The institute has 2,800 employees and an annual operating budget of $930 million. Mr. Heyman is responsible for guiding strategies and communications with widely varied business customers, policymakers, news media, and the public. This includes managing public and business affairs, congressional and legislative affairs, and program planning and evaluation. He advises the NIST Director on a variety of management issues, is responsible for overseeing employee communications, and acts as a special liaison with the families of victims of the September 11 World Trade Center disaster interested in NIST's building and fire safety investigation of the disaster. His previous assignments in government include positions as the Communications Advisor to the Commerce Deputy Secretary, Acting Director of Public Affairs for the Department's Technology Administration, and Chief of Public and Business Affairs at NIST. Mr. Heyman also served as a Commerce Science and Technology Fellow from 2001-2002 at the Agency for Healthcare Research and Quality in the Department of Health and Human Services. Prior to joining NIST in 1978, Mr. Heyman covered federal science and technology programs as a reporter and editor with several engineering publications, including Professional Engineer, Industrial Engineering, ASHRAE Journal, and Consulting Engineer. His education includes a B.A. in Environmental Studies and English from the State University of New York at Albany and a M.A. in Science, Technology and Public Policy from the George Washington University. He lives in Potomac, Maryland with his wife, Noelle, and has two grown children. Special interests include long-distance running and contributing time to an organization that deals with an autoimmune blood disease.
