Michael V. Culpepper is the Chief Human Capital Officer (CHCO) of the Commerce Department’s National Institute of Standards and Technology (NIST). As the CHCO for NIST, Culpepper manages all human capital and workforce planning efforts at the Institute. Culpepper started with NIST in September 2009, having most recently served as the CHCO for the Small Business / Self-Employed (SB/SE) Division (28,000 employees) of the Internal Revenue Service. Culpepper holds Master's degrees in Organizational Management and Counseling Psychology. He began his federal career with the U.S. Office of Personnel Management (OPM) in 2000 as a Personnel Research Psychologist, and has worked with several government agencies on large scale human capital improvement projects. Prior to joining the government Culpepper worked as a private-sector consultant and director, managing a broad assortment of human resources-related contracts at the county, state, federal, and international level.
