Abstract: The legislation included in the middle class tax relief and job creation act of 2012 established the First Responder Network Authority (FirstNet) for the purpose of deploying and running a nationwide Long Term Evolution (LTE) network for Public Safety called the National Public Safety Broadband Network (NPSBN). While commercial operators have a lot of experience in deploying networks, and they usually build over existing infrastructure, the NPSBN will have unique characteristics that distinguish it from other commercial networks. In this document, we present the modeling method developed by NIST to evaluate the performance of LTE networks for Public Safety. By using sampling techniques and a flexible design, we are able to quickly investigate multiple assumptions and report their impact at a national scale. The results presented in this document focus on the impact of coverage objectives, reliability, and high power user equipment (UE).
