This document provides installation instructions for and addresses 
deployment issues related to the "Are We Making Progress?" 
questionnaire.

HOW TO USE "ARE WE MAKING PROGRESS?"
------------------------------------

1.1  Opening the Program
	To open this program, go to the "Start" bar, choose
     "Programs", select the "Are We Making Progress" folder,
     then choose "Are We Making Progress?" When the program
     opens, the first screen that appears is the start of
     the questionnaire.

1.2  Instructions for Leaders
	Once the program has opened, leaders can choose the "Leader
     Activities" menu item, then select "Login." You will be
     prompted to enter a login and password. They are as follows:

	Login: 	  MALCOLM
	Password: BALDRIGE

     ** This is the set login and password and cannot be changed.**

     ARE WE MAKING PROGRESS?
        A Message To Leaders: This section gives leaders
     information on the questionnaire and how to use it.

	View Questionnaire: This section gives leaders the
     opportunity to view the complete questionnaire and the
     option to print out the questionnaire.

     SETTING UP THE QUESTIONNAIRE
	Add/Edit Question: In this section, leaders have the option
     of customizing the questionnaire by adding a question or using
     language specific to their organizations. If a question is
     added to the questionnaire, all previous responses will need
     to be cleared. It is strongly recommended that you print or  
     save reports of all previous data before adding questions to
     the questionnaire.

    	Establish Organization or Unit: This section simply gives 
     leaders the option of specifying the name of the organization 
     or unit being discussed by respondents.

     QUESTIONNAIRE RESULTS
	See Questionnaire Summary: This report shows results for
     all questions, by percentage. By double-clicking a question,
     you can see the actual counts of how respondents answered.
     This report can be exported to a variety of formats for
     distribution, including MS Word, html page, amd e-mail.

	Exit Application: This option terminates the application.

1.3  Accessibility for Questionnaire Respondents
	If all survey respondents have Microsoft Access 2000 on
     their PCs, place the file in a shared folder on the 
     organization's network. Respondents then will simply
     double-click the "AreWeMakingProgress.mdb" file to access
     the questionnaire. Please see the section titled
     "DEPLOYMENT APPROACHES AND ISSUES" for more information.

INSTALLATION
-------------

2.1  Access 2000 or higher
	If you are running Access 2000, download the 
     "AreWeMakingProgress_acc2k" folder. After the download is
     complete, open the directory where you saved the folder and
     double-click "setup.exe". This will begin the installation
     program.

     It is strongly recommended that you install to the default
     directory (C:\Program Files\Microsoft Office\) rather than
     electing to customize this installation. To do this, click
     on "Install". Continue with "Setup" by clicking "OK" and
     then "Install Now."

     Once installation is complete, you are ready to begin using
     "Are We Making Progress?"

2.2  Access 97 or Other Dababase Software
	If you are running Access 97 or other database software, 
     download the "AreWeMakingProgress" folder.  After the
     download is complete, open the directory where you saved
     the folder and double-click "setup.exe".  This will begin the 
     installation program.

     At this point, there are three choices:

     (1) It is strongly recommended that you install to the default
     directory (C:\Program Files\Microsoft Office\) rather than
     electing to customize this installation. To install to the
     default directory, click on "Install." Continue with "Setup"
     by clicking "OK" and then "Install Now."  

     (2) If you want to customize the installation, click on
     "Customize." The default installation location will be shown:

     	C:\Program Files\Microsoft Office\ 

     Change this location to your desired path. Continue with
     "Setup" by clicking "OK" and then "Install Now." 

     (3) If you click on "Customize," DO NOT accept the default
     path (C:\Program Files\Microsoft Office\), and DO NOT
     continue with "Setup" by clicking "OK" and "Install Now."
     If you do, Access 97 will be overwritten and WILL NO LONGER
     WORK. If you have do these steps, when you try to start
     Access 97, you may see one of the following
     error messages: 
  
       	The Dynamic Link Library MSO9.DLL Could Not Be Located 

     -or- 

	Can't find the database you specified, or you did not 
	specify a database at all. Specify a valid database name
        in the command line, and include a path if necessary.

DEPLOYMENT APPROACHES AND ISSUES
------------------------------

3.1   Platform of the Target Audience

      3.1.a  Access 2000
	If users throughout your organization are using Access
      2000, you will be able to take full advantage of the
      deployment options you are given with "Are You Making
      Progress?"

      Once you have run the setup program and installed the
      program on your local machine, you are ready to begin
      administering the questionnaire. Simply locate the
      "AreWeMakingProgress.mdb" file, which should be located
      in the following path:

		C:\Program Files\Are We Making Progress\

       After you locate the file, copy it and place it in a 
       location on your organization's network where your target
       audience has access to the folder. Advise your respondents
       of the location, and instruct them to complete the
       questionnaire. To view results of the questionnaire, you
       must open the program from the same location where you
       placed the copy. The location where respondents complete
       the questionnaire is also where all results are saved.  

       3.1.b  All Other Database Software
	Users who do not have Access 2000 installed on their
       machines cannot complete the "Are We Making Progress?"
       questionnaire on their organization's network. This
       program comes with and requires the Access 2000 runtime
       engine, which is installed when you run the setup program.
       Therefore, if one person installs the program on his or
       her machine and then disseminates it on a network to people
       who do not have Access 2000 or who have not installed the
       "Are We Making Progress" program, only the person who
       installed the program will be able to access the
       questionnaire.

       Depending on the resources and structure of your
       organization, you can choose from among three options for
       users who do not have Access 2000:

	(1) All respondents can install the "Are We Making
        Progress" program on their PCs and then complete the
        questionnaire, using the copy placed on the network.  

	(2) Go to "View Questionnaire" in the "Are We Making
        Progress?" section in Leader Activities. Print out the
        questionnaire or export it to a text file. Then distribute
        it to your target audience, and, when completed, collect
        the results. The results can be input into and tabulated
        on the PC where the program has been installed.

	(3) Install this program on a PC that can be accessed by
        everyone in your target audience. Instruct respondents to
        complete the questionnaire on that particular PC.
