TECHNOLOGY INNOVATION PROGRAM (47)
TECHNOLOGY INNOVATION PROGRAM (47): Stimulates the acceleration
of innovation in the U.S. by supporting high-risk, high-reward research
in areas of critical national need through projects proposed and cost-shared
by U.S businesses and institutions of higher education or other organizations;
plans technology programs to address major societal challenges that are
not currently being addressed, and generate substantial benefits to the
Nation; funds projects selected through competitions; administers an outreach
and results dissemination program and carries out cooperative research
activities with the private sector, federal agencies, and state agencies
as may be permitted by law or as assigned to the Program by the Secretary
of Commerce.
DIRECTOR'S OFFICE, TECHNOLOGY INNOVATION PROGRAM (470): Responsible
for planning, directing, and implementing the policies and programs of
the operating unit through scientific, technical, administrative, and support
personnel.
--ADMINISTRATIVE SUPPORT GROUP (470.10): Provides document preparation, data management, document control, and administrative support to the Technology Innovation Program's (TIP) proposal Evaluation Panel(s) and Project Managers.
--INFORMATION RESOURCES GROUP (470.20): Provides internal and external information systems resources (including network administration, hardware, software, database administration and IT security) to the TIP staff, proposal Evaluation Panel (s), and Project Managers; and maintains an in-depth knowledge of advanced computer, communication, and information technology systems and hardware and software technical developments, and identifies future technical directions.
IMPACT ANALYSIS OFFICE (471): Plans, executes, funds, and administers analysis programs in support of TIP, including development and application of analytic methods for evaluating outcomes and impacts of TIP projects and for analyzing the impact of TIP on addressing major societal challenges; performs assessment studies to identify research investment opportunities that will address critical national needs; assists other TIP offices in monitoring the developments of funded projects and in determining whether continued support is warranted; coordinates and conducts special policy studies in support of TIP; provides expert advice and consultation on program evaluation and related issues to TIP, NIST, and DoC; and extends the state-of-the-art in the fields of program and technology assessment through research, publications, and interaction with the research community. The office also provides technical and analytical expertise to the Program, as needed, to support project selection, project management and development of areas of critical national needs.
PROJECT MANAGEMENT OFFICE (474): Executes, funds, and administers projects in collaboration with United States businesses and institutions of higher education or other organizations to support, promote, and accelerate innovation in the U.S. through high-risk, high-reward research in areas of critical need. The office manages multidisciplinary projects that can span broad areas of science, engineering and technology required for the areas of critical national need. Ensures that technical objectives are met and that adequate management and other controls are in place to ensure accountability for expenditure of federal funds; and recommends whether to continue or terminate such projects based on information gathered through project reports and site visits. The projects are proposed and cost-shared by industry and institutions of higher education or other organizations. The office also provides technical and analytical expertise to the Program, as needed, to support project selection, impact analysis and development of areas of critical national needs.
SELECTION MANAGEMENT OFFICE (475): Plans, solicits, evaluates,
and recommends selection of projects proposed by United States businesses
and institutions of higher education or other organizations to support,
promote, and accelerate innovation in the U.S. through high-risk, high-reward
research in areas of critical national need; provides funding to projects
that best meet TIP criteria; negotiates cooperative research agreements
and other contractual arrangements with companies and joint ventures that
carry out projects funded by the Program. This office coordinates
the development and selection of areas of critical national need.
The office also provides technical and analytical expertise to the Program,
as needed, to support project management, and impact analysis of areas
of critical national needs.
