TECHNOLOGY SERVICES (2)

TECHNOLOGY SERVICES (2): Provides U.S. industry and trade, government and the public, with measurements, standards, and information services that increase competitiveness and facilitate trade by promoting innovation, improving quality, reducing cost, promoting the use and adoption of U.S. standards, measurement practices and technology by important trading partners, and overcoming barriers to trade, which include: cooperating with other departments and agencies of the federal government and state and local governments in establishing uniform legal metrology practices, standards, codes, and specifications; managing NIST assigned responsibilities under the Fastener Quality Act (P.L. 101-592) and the National Transfer and Advancement Act of 1995 (P.L. 104-113); developing, producing, and distributing Standard Reference Materials; providing Standard Reference Data; providing calibration and laboratory accreditation services; coordinating metric usage to the extent practical in federal government procurement, grants, and business-related activities; managing the Small Business Innovation Research Program (SBIR); and providing information services in support of NIST and collaborating with NIST's Laboratories in carrying out technology services responsibilities.

DIRECTOR'S OFFICE, TECHNOLOGY SERVICES (200):  Responsible for planning, directing, and implementing the scientific, technical, and administrative programs of the operating unit through scientific, administrative, and support personnel.

--INFORMATION SYSTEMS GROUP (200.01):   Provides a centralized information technology (IT) resource in support of all Technology Services divisions in software development, programming, maintenance sytems administration, network administration, IT consultation/planning in support of TS missions; ensures standardization in programming methods, reports, and service-level agreements; maintains an ability to consolidate and quickly act on all IT-related policies, security assessments/certifications, and mandates from the NIST CIO and DOC; manages all IT-related contracts for the TS division to ensure the accomplishment of performance level-agreements; provides hardware maintenance support, database programming, and database- driven WEB applications life-cycle development.

--OFFICE OF TECHNOLOGY PARTNERSHIPS (200.02):  Stimulates commercialization activities between NIST and the private sector; works with and through the Federal Laboratory consortium to encourage technology commercialization through the federal government; performs industrial and intergovernmental liaison to promote cooperative research and development partnerships that will lead to commercialization; manages NIST’s Industrial Research Associate Program, Patents and Licensing Program, Small Business Innovation Research Program, Proprietary Research Program, and carries out the responsibilities assigned to NIST under the Stevenson-Wydler Technology Innovations Act of 1980 and the Federal Technology Transfer Act of 1986; assists state technology extension services in developing and demonstrating methods by which the states can, in cooperation with federal agencies, increase the use of federal technology by businesses within their states; and conducts conferences, workshops, symposia, and similar activities in conjunction with assigned functions.

STANDARDS SERVICES DIVISION (210):  Formulates and implements policy regarding standards and conformity assessment, including product testing, certification practices, and laboratory accreditation to promote U.S. technology and support international competitiveness; cooperates with domestic organizations in
the private sector, state and local governments, federal agencies, and with domestic, foreign, and international organizations in matters related to standardization and conformity assessment; carries out standards policy and information functions established by Congress or as otherwise directed; recommends federal policies regarding the development, approval, and use of voluntary standards, and the development and implementation of conformity assessment policy; chairs the Interagency Committee on Standards Policy (ICSP) which coordinates actions by which federal agencies implement standards-related policies; monitors federal participation in voluntary standards activities under the ICSP; manages U.S. representation in the International Laboratory Accreditation Cooperation and NIST representation in the National Cooperation for Laboratory Accreditation (NACLA) in key U.S. embassies and missions; cooperates with the Department of Commerce’s U.S. and Foreign Commercial Service to place standards to provide technical advice and support to commercial and economic staffs in the identification and resolution of trade issues involving technical barriers; and plans, organizes, and conducts standards-related training programs for technical experts from important trading nations.

--LABORATORY ACCREDITATION GROUP (210.01):  Operates the National Voluntary Laboratory Accreditation Program (NVLAP) for the U.S.; provides accreditation to testing and calibration laboratories based on evaluation of their technical qualifications and competence to perform certain types of tests in specified fields using internationally accepted guides and standards; designs and implements procedures for accrediting laboratories for their capability to provide calibrations traceable to national standards and for ability to conduct such important tests as those for asbestos fibers and electromagnetic telecommunications;
and provides evaluation and recognition of testing performance, especially in response to Congressional mandates and requirements of other federal agencies, to domestic and foreign laboratories, state and local governments, and commercial interests.

--STANDARDS COORDINATION AND CONFORMITY GROUP (210.02):   Manages assigned responsibilities under the National Technology Transfer and Advancement Act of 1995 (P.L. 104-113) coordinating federal, state, and local technical standards conformity assessment activities, and for coordinating with the private sector on its technical standards activities and conformity assessment activities, with the goal of eliminating unnecessary duplication and complexity in the development and promulgation of conformity assessment requirements and measures; provides technical support for domestic and international standardization activities; plans and implements policy and technical support for NIST participation in the National Cooperation for Laboratory Accreditation (NACLA) in conjunction with other programs in the Standards Services Division; administers the DOC Voluntary Standards Program; and develops policy framework for the National Voluntary Conformity Assessment Systems Evaluation (NVCASE) program and manages the operational aspects of NVCASE.

--GLOBAL STANDARDS AND INFORMATION GROUP (210.03):  Conducts operational and analytical standards-related programs and information services in support of domestic commerce and international trade; develops policy and plans and implements a variety of NIST programs supporting NAFTA, the Free Trade Area of the Americas, Russia and the NIS, the European Union, the Middle East, and the Asia-Pacific region including APEC and the World Trade Organization (WTO) Agreement on Technical Barriers to Trade; conducts economic analyses of the impact of standards and conformity assessment programs on commerce and trade; develops and publishes reports, directories, and other standards-related documents; provides technical support for standards experts in key U.S. embassies and missions; provides technical advice and support to commercial and economic staffs in embassies and missions for the identification and resolution of trade issues concerning technical barriers to trade and receives and distributes reports from NIST/FCS representatives; plans, organizes, and conducts standards-related training programs for technical experts from Russia and the NIS, the Americas, Asia-Pacific, the Middle-East, and other areas important for U.S. trade in cooperation with the private sector and other government organizations; supports the Office of the U.S. Trade Representative and the International Trade Administration in negotiations with trading U.S. partners; operates the National Center for Standards and Certification Information, the national reference service for standards-related information, maintaining a reference collection of standards, technical regulations, and conformity assessment procedures; serves as the U.S.“Inquiry Points” for the WTO, NAFTA, and APEC as required by law; maintains computerized databases regarding standards, conformity assessment, user needs, and products targeted for specific markets; and represents the United States in the International Organization for Standardization Network (ASCEND), WTO, and in domestic and international meetings of standards information exchange specialists; and arranges for translation services for technical documentation.

MEASUREMENT SERVICES DIVISION (230):  Provides business, administrative, service, product and technical support for NIST Standard Reference Materials (SRM), Calibrations, and Standard Reference Data (SRD) Programs; sells NIST SRM and SRD products to customers worldwide and prepares and distributes marketing material and information about NIST measurement services and products; operates business information systems to support customer, financial, inventory, project tracking, and sales functions; provides business, sales, records of administrative expenses for each NIST program, and customer information to NIST Operating Units (OUs) to facilitate needs assessment for NIST measurement services and products; maintains a material processing, packaging, and storage facility in support of the development and distribution of NIST Standard Reference Materials; establishes and maintains, in consultation with NIST OUs and financial and legal organizational units, policies and procedures for NIST measurement services and products; prepares, reviews, publishes, and distributes technical documentation, using data and information supplied by NIST OUs, on the content and use of NIST SRM and SRD products; administers, in consultation with NIST and DOC legal authorities, NIST copyright and trademark policies, as specified in 15 U.S.C. 290 and other legislation; provides
to NIST OUs, upon request, technical help in designing and improving specific projects to develop NIST  measurement services and products; and provides NIST representation to national and international groups on issues and activities related to NIST measurement services and products.

--INFORMATION TECHNOLOGY SERVICES GROUP (230.01):  Designs, builds, manages, and operates business information systems for NIST measurement services programs; designs and builds scientific data bases for WEB, PCS, and e-Books; and builds and maintains NIST public on-line information systems and portals such as the Information System to Support Calibrations (ISSC) and the NIST Data Gateway.

--MATERIALS AND PHYSICAL SERVICES GROUP (230.02):  Works with NIST OUs to acquire, process, and package materials suitable for NIST Standard Reference Materials; provides assistance to NIST OUs in the planning of SRM preparation and packaging; provides proper and secure storage and accurate inventory control for NIST’s SRMs to maintain long-term stability and integrity; establishes and maintains procedures to comply with DOT, OSHA, and ICAO regulations in the classification, handling, and shipment of NIST hazardous SRMs; packages and ships NIST SRMs and appropriate documentation; and maintains accurate and up-to-date SRM inventory records; and ensures compliance with all NIST safety regulations.

--SALES AND CUSTOMER SERVICES GROUP (230.03):   Receives and processes all sales requests and   transactions for NIST Standard Reference Materials, Standard Reference Data, and calibrations; answers sales and technical queries about NIST measurement services and products from customers and routes to NIST technical experts queries requiring detailed technical answers; produces and distributes invoices for payments of SRMs, SRDs, and calibrations purchased; and monitors and replies to requests from SRM, SRD, and calibration information e-mail sites.

--DOCUMENTATION AND QUALITY SERVICES GROUP (230.04):   Composes, reviews, edits, and publishes documentation for NIST SRM and SRD products, including SRM, certificates, stock transfer notices, and SRD database manuals; maintains tracking systems to monitor the progress of documents through the routing and approval process; works with NIST technical staff and MSD staff to ensure document compliance with NIST policies; maintains technical and financial historical documentation on every NIST SRM and SRD project and NIST Calibration transaction; maintains MSD and individual program quality manuals; provides information to auditors and requesters of official technical and financial documentation; and prepares and maintains duplicate sets of documentation in support of MSD continuity of operations plans (COOP).

--WEB, MARKETING, AND DATA DISSEMINATION SERVICES GROUP (230.05):   Provides WEB, marketing, and reference data dissemination services to NIST customers and OUs; develops, maintains, and updates websites that provide information on NIST measurement services and products, including ordering SRM and SRD products and Calibration services; develops and publishes marketing pieces (brochures, hardcopy catalogs, exhibits, etc.) for NIST measurement services and products; develops and obtains approval from NIST administrative and legal organizational units of license agreements to allow third-party distribution of NIST SRM and SRD products; provides editorial support services for the Journal of Physical and Chemical Reference Data; and coordinates the standard reference database review process.

INFORMATION SERVICES DIVISION (250):  Provides policy development, implementation, and  management oversight for the operational groups of the division which include the Research Library and Information Group and the Electronic Information and Publications Group; provides NIST representation to outside organizations, governments, and individuals on NIST library, information services, and publications policies and procedures; provides leadership in the selection, acquisition, preservation and conservation, and displaying of significant artifacts and historical documents of NIST's scientific and technical accomplishments through the operation of a NIST museum and in permanent and topical exhibits; and provides a historical information service which includes an oral history library.

--RESEARCH LIBRARY AND INFORMATION GROUP (250.01):  Provides coordinated leadership in selecting, organizing, disseminating, and training in the use of any type of information in the NIST Library and through use of outside resources and services to augment the collections; and provides information and research consulting services in support of the NIST scientific research, development and administrative functions, including reference, circulation, and translation services, interlibrary loan and document delivery, cataloging of materials, and identification and retrieval of information.

--ELECTRONIC INFORMATION AND PUBLICATION GROUP (250.02):  Provides coordinated    leadership in selecting, organizing, disseminating, and training in the use of appropriate information  technology to facilitate access and use of information of any type and from a variety of sources in and outside of the NIST Library; directs the preparation of the results of NIST's research and development and  administrative activities for broad distribution in electronic form and/or in paper form as publications, providing policy, editorial, and procedural guidelines for the review and approval of such products; and collects, edits, and prepares information items for the NIST Technicalendar.

WEIGHTS AND MEASURES DIVISION (260):  Promotes uniformity at the international, federal, state and local levels in standards, laws, and practices for weights and measures to facilitate trade and protect U.S. businesses and citizens; provides technical assistance to the National Conference on Weights and Measures to develop standards for weighing and measuring devices, uniform laws and regulations, test procedures, and guidelines and interpretations that are published by NIST; provides leadership and assistance on metric use and conversion to businesses, state and local governments, standards organizations, trade associations, and the education community; coordinates the metric transition activities of all federal agencies; administers the State Laboratory Program which provides the basis for ensuring traceability of state weights and measures standards to NIST; provides technical support to the National Type Evaluation Program which evaluates models of commercial weighing and measuring equipment and measures standards and practices; conducts training programs for industry, weights and measures officials, and state and industry metrologists; manages U.S. representation and participation on technical committees under OIML in consultation with the State Department; provides for U.S. representation and participation on technical committees under OIML; develops consensus positions on legal metrology issues within OIML, including coordination with the National Conference on Weights and Measures, seeking global harmonization of performance requirements for measuring instrumentation, subject to laws and regulations used for trade, commerce, health, safety, and the environment; and implements NIST’s residual responsibilities under the Fastener Quality Act of 1990 (P.L. 101-592) revised in 1999.

--LEGAL METROLOGY DEVICES GROUP (260.01):   Promotes uniformity at the international, federal,   state, and local levels in standards and practices for weighing and measuring devices to facilitate trade and protect U.S. businesses and citizens; provides technical assistance to the National Conference on Weights and Measures to develop standards for weighing and measuring devices, test procedures, and guidelines and interpretations that are published by NIST; provides technical support to the National Type Evaluation Program for the evaluation of commercial weighing and measuring equipment to determine compliance with NIST handbooks; assesses and responds to needs for new weights and measures standards and practices; develops training materials and programs; develops technical portions of legal standards and codes for commercial measurement devices and testing equipment; investigates complex technical legal metrology issues and recommends solutions; and provides training, technical assistance, and guidance to industry and weights and measures officials.

--INTERNATIONAL LEGAL METROLOGY GROUP (260.02):   Manages U.S. representation and participation on technical committees under OIML in consultation with the State Department; provides for U.S. representation and participation on technical committees under OIML; develops consensus positions on legal metrology issues with OIML, including coordination with the National Conference on Weights and Measures, seeking global harmonization of performance requirements for measuring instrumentation, subject to laws and regulations used for trade, commerce, health, safety, and the environment; provides for U.S. representation in regional legal metrology organizations (RLMOs) such as Sistsima Interamericana Metrologia (SIM) and the Asia Pacific Legal Metrology Forum (APLMF); represents the American National Standards Institute (ANSI), at their request, in international technical committees (ISO and IEC) pertaining to metrology and legal metrology; and implements NIST’s residual responsibilities under the Fastener Quality Act of 1990 (P.L. 101-592) revised in 1999.

--LABORATORY METROLOGY GROUP (260.03):   Administers the State Laboratory Program which provides the basis for ensuring traceability of state and weights and measures standards to NIST; develops training material and conducts training programs for state and industry laboratory metrologists; develops, oversees, and evaluates the results of laboratory proficiency tests; executes a comprehensive surveillance system for the calibration and testing services provided by state weights and measures laboratories; develops templates and promotes the implementation of quality system manuals and practices in calibration laboratories; performs assessments of state metrologists and state laboratories; transfers NIST test procedures and practices to state and industry laboratories; promotes the upgrade of laboratory facilities consistent with national and international criteria; evaluates new laboratory and field standards for traceability, stability, performance, and suitability for use.
