OFFICE OF THE DIRECTOR, NIST (1): The Director determines the policies of the National Institute of Standards and Technology (NIST) and directs the development and execution of its scientific, technical, and administrative programs within the guidelines set by the Secretary of Commerce. The Director is assisted by the Deputy Director who performs the functions of the Director in the latter's absence. The Deputy Director serves as the principal representative and has responsibility for the Institute’s civil rights and diversity programs and its vast international and academic affairs programs as well as other staff support necessary to support the mission of the Institute and the goals of the Department.
DIRECTOR’S OFFICE, NIST (100): The NIST Director serves as first level supervisor for the NIST Deputy Director, Chief of Staff, NIST Boulder Laboratories Director, Baldrige National Quality Program Director, and all Operating Unit Directors.
The Deputy Director also serves as the Chief of Operations in managing and carrying out the administrative and technical infrastructure and support programs essential for daily operations throughout NIST. The Director of Operations is responsible for the delivery of efficient and effective operations and services including civil rights and diversity, international and academic affairs; financial management; human resources management; information management; facilities management, and all other administrative services critical to supporting the scientific research programs and services in carrying out the mission of NIST. In carrying out these responsibilities, the Deputy Director is supported by the Chief Financial Officer, Chief Human Capital Officer, Chief Information Officer, and Chief Facilities Management Officer and their subordinate organizations, resources and staff.
--COUNSEL FOR NIST: Serves as the senior law officer for NIST and has responsibility for all legal services at NIST; is under the general supervision of the Department's General Counsel as provided in Department Organization Order 10-6.
BALDRIGE NATIONAL QUALITY PROGRAM (102.00): Provides assistance to industry, education, healthcare, and to other public benefit organizations in the development of technology and procedures needed to improve U.S. quality and competitiveness and is responsible for the assigned responsibility in the Technology Competitiveness Act section of the Omnibus Trade and Competitiveness Act of 1988 (Public Law 100-418) and its amendments; manages the Malcolm Baldrige National Quality Award program as stated in Public Law 100-107, in cooperation with senior U.S. business, education, healthcare, and quality leaders; performs research and outreach activities to assist private sector quality efforts and serves as a mechanism by which U.S. companies, universities, and other organizations can work together to share and develop performance excellence best practices; coordinates quality-related developments and requirements with the NIST laboratories; serves as the NIST representative to national and international organizations; and serves as the NIST quality liaison to business, education, healthcare, government entities at the federal, state, and local level, other public benefit organizations, and to other targeted groups as identified and/or required by Congress or the Administration.
OFFICE OF THE DIRECTOR, NIST/BOULDER (104.00): Acts as the delegate and representative of the NIST Director in providing leadership, policy guidance, technical and managerial oversight, and coordination of NIST-wide technical and administrative operations in support of the scientific goals and research objectives of the NIST/Boulder Laboratories; is responsible for centralized support, coordination, and representation at NIST for site-specific Boulder activities, special functions, and events; establishes, negotiates, and maintains agreements, collaborations, and working relationships with other federal agencies sharing the Boulder federal site relating to the coordination of technical and administrative services provided to or by these agencies; acts as the Director's representative in all aspects of interactions, including the negotiation and maintenance of agreements with the city of Boulder, the University of Colorado, other federal and state entities, and the Boulder private sector community at large as well as other special-interest groups; and provides guidance to other administrative functions as necessary to ensure that Boulder operations are addressed in a complete, efficient, and effective manner in accordance with NIST policies.
CHIEF OF STAFF (105.00): Provides support to the NIST Director in administering the policies, programs, and operations of the Institute. Assists the Director in increasing external awareness, appreciation of, support for, and use of the Institute’s research and services. Facilitates top-level decision-making and improved internal communications. Coordinates actions required of the Institute as a result of executive policy decisions and actions and serves as the Director’s representative with the Department and other Federal agencies with broad authority to commit the Institute to specific courses of action. Provides managerial oversight and support for congressional and legislative affairs, legal services, strategic planning, program and policy analysis, strategic partnering, and evaluation services; as well as all public and business affairs matters.
--OFFICE OF CONGRESSIONAL AND LEGISLATIVE AFFAIRS (105.01): Under the guidance of the Departmental Office of Congressional and Intergovernmental Affairs, coordinates and advises on all NIST activities regarding the Congress; maintains liaison between NIST and the Congressional Committees having authorizing and oversight jurisdiction over NIST; serves as the focal point for handling all Congressional correspondence and inquiries for the exchange of information with the Congress; advises on the development of legislation required by NIST; and provides NIST management with information on pending legislation, newly introduced legislation, and Congressional activities of interest to or affecting NIST.
PROGRAM OFFICE (106.00): Performs the functions of policy development, program analysis, and program development; sponsors, coordinates, and participates in issue studies; prepares NIST-wide information packages; develops analytical techniques for and coordinates the review of NIST technical and overhead programs; generates strategies, guidelines, and formats for NIST planning; performs long-range program planning functions; plans and performs strategic partnering activities; maintains user liaison mechanisms; analyzes external trends, opportunities, and user needs as they relate to program priorities; provides economic benefit analyses; articulates and documents NIST-level program plans and status for internal and external use; and defines alternatives for resource allocation and advises NIST management on their implications.
PUBLIC AND BUSINESS AFFAIRS OFFICE (107.00): Serves as the focal point of NIST’s communication with the public, news media and key business and government audiences by means of (1) media liaison; (2) general publication and web sites; (3) outreach and response efforts with trade, professional and business organizations, state and local government agencies; and the general public; (4) conferences; (5) special events; (6) speeches; and (7) exhibits and audiovisual services. Provides advice and assistance to NIST managers and DoC officials on the public affairs, business, and community relations impact and ramifications of policy and program decisions; coordinates handling and dissemination of sensitive and emergency information to the public; advises NIST officials and provides special services to support NIST-led National Safety Construction Act investigations including liaison with victims’ families and serves as liaison to the Technology Administration and Commerce Department in coordinating public affairs matters.
--COMMUNICATIONS AND INQUIRIES GROUP (107.01): Produces information in publications, websites, and other formats that describes NIST’s mission and goals, its research and results, facilities, and cooperative research opportunities to researchers and managers in industry, universities, and local, state, and federal agencies; publishes material aimed at improving internal NIST communications and publicizing NIST events; and serves as the central point for responding to general inquiries about NIST.
--MEDIA LIAISON GROUP (107.02): Serves as NIST’s main point of contact for liaison with the news media, which includes writing news releases and other materials for the general and trade press, responding to media inquiries, hosting news conferences, and training NIST staff on media relations.
--SPECIAL ACTIVITIES GROUP (107.03): Facilitates interactions with research and technical communities and communicates the results of NIST research efforts through person-to-person interactions which include conferences, tours for VIPs, scientific and technical peers and students; manages special events such as open houses, ceremonies, and facilities dedications; and serves as a clearinghouse for information about NIST’s education-related services and programs.
--BUSINESS OUTREACH GROUP (107.04): Facilitates interactions and timely information exchange between NIST and industry with a special emphasis on liaison with trade, professional and business organizations; prepares and widely disseminates information to key industry audiences and stakeholders with the potential to make maximum use of NIST’s programs; responds to higher-level business inquiries about NIST’s programs and coordinates special briefings for CEO’s and other industry officials; and ensures that basic, current information about NIST’s activities is electronically accessible in a timely fashion by industry and other audiences. Prepares and provides quality assurance for NIST exhibits; produces audiovisual presentations about NIST’ programs, research, and services.
CIVIL RIGHTS AND DIVERSITY OFFICE (108.00): Develop policies and procedures to govern the development, management, direction, and implementation of programs involving civil rights, equal employment, diversity, and disability accommodation and accessibility. Conducts analysis of the statistical data relating to the workforce; develops and implements agency plans for affirmative employment, affirmative action, and diversity; administers the discrimination complaint program; serves as agency liaison to the Department’s Office of Civil Rights; manages the EEO Alternative Resolution program; and coordinates disability accommodation requests and associated site modifications
OFFICE OF INTERNATIONAL AND ACADEMIC AFFAIRS (109.00): Provides advice on international science and technology affairs including the conduct of internal programs and the interpretation of foreign policy guidelines set by the Departments of State and Commerce; serves as liaison between other government agencies, foreign governments, and international bodies; provides NIST representation on various delegations to international meetings and on international committees; manages NIST bilateral and multilateral cooperative programs and represents the Director in the negotiation of such international agreements; serves as the focal point for foreign visitors, associates and guest researchers; provides assistance to NIST travelers visiting foreign laboratories and institutions; arranges for NIST services to users in friendly countries (15 U.S.C. 273); administers the Special Foreign Currency Programs and oversees the transfer of program funds from AID and OAS; coordinates academic affairs including the management of the National Research Council Post Doctoral program and promotes NIST's student-oriented activities with academic institutions including minority-serving institutions.
CHIEF FINANCIAL OFFICER (CFO) (160.00): Directs and manages
the overall budget, financial, acquisition, and grants management activities
relating to the programs and operations of NIST, as well as client bureaus
serviced by NIST. This includes the development of financial management
policies and procedures; development and maintenance of an integrated accounting
and financial management system including financial reporting and financial
internal controls which comply with all applicable DoC, OMB, Treasury and
FASAB regulations, policies, and requirements. Ensures financial
information is reported timely, complete, and consistent; oversees budget
formulation, presentation, justification and execution; directs the preparation
of annual financial plans, serves as the
action official responsible on all internal external audits, investigations,
reviews, and examinations related to financial management; coordinates
financial report requirements as mandated in the CFO Act of 1990 (P.L.
101-576); promotes programs to deter fraud, waste, and abuse of government
resources; oversees implementation of Section IV of the Federal Managers
Financial Integrity Act; serves as liaison to the Technology Administration,
DoC, and OMB on all financial matters and the development and deployment
of an integrated financial management system. Manages the full range
of acquisition and financial assistance programs, including contracts,
grants, cooperative agreements, and other fellowship in accordance with
DoC policies and Federal procurement regulations.
--FINANCIAL POLICY AND COMPLIANCE GROUP (160.01): Serves as a liaison between customers, auditors, and financial management service providers and ensures that NIST accounting operations comply with Federal financial management laws, regulations, policies and procedures. Develops and maintains NIST financial policies and procedures.
BUDGET DIVISION (161.00): Provides advice and assistance to NIST and TA management in the preparation, review, justification, and presentation of the NIST and TA budgets and prepares the NIST Director for appropriation hearings before Congress. Recommends budgetary policy and procedures relating to the allocation and management of NIST resources. Maintains external liaison with DoC, OMB, and Congress on budgetary matters.
--BUDGET FORMULATION AND EXECUTION GROUP (161.01): Coordinates the formulation of NIST and TA budget submissions and supporting material, including development of fiscal and personnel resource estimates. Ensures the integrity and consistency of NIST resource estimates in all media. Oversees overall NIST resource ceilings and budgetary controls, including preparation of apportionment requests, allotments, fiscal plans and reports, and reprogramming notifications.
--TECHNICAL AND EXTRAMURAL PROGRAMS GROUP (161.02): For the NIST Technical Operating Units and the Advanced Technology Program and Manufacturing Extension Partnership program, monitors NIST resource utilization including conducting periodic financial management reviews of organizational financial conditions; coordinates and conducts the preparation, review, and analysis of program justifications and detail pricing for NIST budget submissions; and approves fees and local overheads and monitors collections.
--INSTITUTIONAL SUPPORT AND FACILTIES PROGRAMS GROUP (161.03): For the NIST construction programs and Operating Units that receive Institutional support (IS) monitors NIST resource utilization including conducting periodic financial management reviews of organizational financial conditions; conducts the preparation, review, and analysis of program justifications and detail pricing for NIST budget submissions; and reviews and approves budget for fee-supported programs, approves other fees, and monitors collections. Makes recommendations on the Institutional Support program and setting of IS and surcharge rates.
FINANCE DIVISION (162.00): Manages a comprehensive accounting and financial program to provide for accountability of assets and liabilities, implements effective internal controls, ensures accurate data for financial reporting, and provides financial data for management purposes.
--ACCOUNTS PAYABLE GROUP – CONTRACTS AND GOVERNMENT GROUP (162.01): Performs all of the accounting functions relating to payments of contracts, government and, miscellaneous payments, and for recording accruals, obligations, and deobligations in the accounting records. Also reconciles accounts and ensures compliance with the Prompt Payment Act.
--TRAVEL GROUP (162.02): Administers and disseminates GSA/DoC/NIST travel regulations to technical and administrative staff and answers inquires regarding all technical aspects of travel. Processes travel authorizations, reimbursements and audits vouchers for accuracy and completeness.
--FINANCIAL STATEMENTS GROUP (162.03): Prepares external financial reports to DoC, OMB, and Treasury as well as internal financial reports for internal NIST management and customer bureaus; prepares and processes various financial data that feed the financial system; analyzes data and identifies conditions and trends and offers guidance and recommendations regarding financial status; maintains and monitors the integrity of the general ledger.
--RECEIVABLES GROUP (162.04): Maintains the accounts receivable records and system. Monitors reimbursable agreements with public and government customers.
--DATA CONTROL AND COST EXECUTION GROUP (162.05): Coordinates the monthly, quarterly and year-end financial system closing schedule and processes for all bureaus serviced by NIST. Maintains control of automated interfaces passing data to the accounting system.
--RECONCILIATIONS GROUP (162.06): Completes cash reconciliations for all bureaus serviced by NIST; oversees the NIST and OS Working Capital Funds, monitors and analyzes the general ledger accounts of the Working Capital Funds while clearing reconciling items and inaccuracies in data; performances the various internal inventories; inputs costs data into the NIST Property system, calculates amortization/depreciation; accounts for real property and leases, and establishes the NIST leave rate.
-- ACCOUNTS PAYABLE GROUP – PURCHASE ORDERS, GRANTS, AND FOREIGN PAYMENTS GROUP (162.07): Performs all of the accounting functions relating to payments of purchase orders, grants and foreign payments, and for recording accruals, obligations, and deobligations in accounting records. Also reconciles accounts and ensures compliance with the Prompt Payment Act.
BUSINESS SYTEMS DIVISION (163.00): Provides management and oversight of administrative and financial management systems and implementation of such systems within NIST. Serves as a liaison to the Department of Commerce in the design, development, application, and implementation of Department-wide administrative and financial management systems; analyzes, reviews and makes recommendations for modifications to existing systems; and proposes new business systems to meet NIST and its customers’ requirements.
--FINANCIAL MANAGEMENT SYSTEMS SUPPORT GROUP (163.01): Leads the integration efforts of financial systems; conducts assessments of financial business processes and defines functional requirements; provides system application administration support for the core financial management system; provides software quality assurance; and develops financial reports to fulfill NIST and other bureau reporting needs.
--BUSINESS SYSTEMS SUPPORT GROUP (163.02): Leads the integration efforts of business systems; gathers requirements for system design; conducts assessments of business processes and assists in process reengineering; provides system application administration support for major business systems and provides software quality assurance.
ACQUISITION MANAGEMENT DIVISION (164.00): Provides advice, assistance, policy direction, and direct administrative support for the award and management of simplified purchases and contracts. Provides guidance to NIST program officers regarding the bankcard program, acquisition planning, preparation of purchase requests and supporting documentation. Provides procurement policy and analysis, coordination of socio-economic procurement programs and manages the reconciliation and processing of acquisition obligation and feeder system files.
GRANTS AND AGREEMENTS MANAGEMENT DIVISION (165.00): Provides advice, assistance, policy direction, and direct administrative support for the award and management of NIST financial assistance, including grants, cooperative agreements, and other fellowships. Provides guidance to the NIST program officers regarding financial assistance planning, the preparation of competitive assistance notices, advice and assistance related to the selection process, preparing supporting documentation, and other pre-award and post-award functions.
CHIEF HUMAN CAPITAL OFFICER (CHCO) (170.00): Plans, directs, and implements people-related programs at NIST. Establishes policies and procedures to govern the development, management, administration, and coordination of programs involving human resources, including personnel management, leadership and employee development, management analysis, organizational design and development, occupational health, and safety support of the NIST mission.
--LEADERSHIP AND EMPLOYEE DEVELOPMENT GROUP (170.01): Designs, develops, and manages a comprehensive curriculum/training program to improve and enhance the skills of NIST employees at all levels; promotes, conducts, administers, and evaluates programs and activities designed to provide assistance in career development that is in alignment with NIST operational and strategic plans; designs and manages a leadership development program and provides for the ongoing guidance and development of NIST leaders. Provides support for organizational development and change within specific organizational units.
MANAGEMENT AND ORGANIZATION DIVISION (171.00): Performs NIST-wide management consulting, organizational design and analysis, management and quality improvement, organizational development, A-76, and related management analysis functions; advises on and represents NIST on government-wide management and improvement initiatives; administers the directives, records, forms, and committee management programs; serves as the NIST Audit Liaison Officer and coordinates all audits, inspections, and associated follow-up activities; serves as the NIST Privacy Act Officer and the Freedom of Information Act Officer and provides advice and consultation to the staff on compliance with these Acts; manages NIST compliance with the Paperwork Reduction Act; and oversees implementation of Section 2 of the Federal Managers’ Financial Integrity Act.
HUMAN RESOURCES MANAGEMENT DIVISION (172): Develops, recommends and implements National Institute of Standards and Technology (NIST), and National Technical Information Service (NTIS) human resources (HR) management policies and procedures with special emphasis on the NIST Alternative Personnel Management System (APMS). The Division is responsible for providing HR services and strategic HR planning to client organizations to assist them in hiring and retaining the best talent available. Aligns HR functions and processes with client organizations strategic and business plans.
--CLIENT SERVICES GROUP (172.01): Develops, recommends and implements HR policies and procedures providing consulting services, advice and assistance to managers, supervisors and employees in the following areas: position management and classification, recruitment and staffing, compensation, attendance and leave, and performance management. Serves as liaison on Department-wide and Government-wide regulations. Develops and implements automated personnel systems in the above areas.
--HR PROGRAMS GROUP (172.02): Develops HR policy and provides a variety of consulting services in the areas of performance management and recognition, classification and compensation administration, executive resources, benefits, employee and labor relations.
--BOULDER HR OFFICE (172.03): Develops, recommends and implements HR policies and procedures providing consulting services, advice and assistance to managers, supervisors and employees in the following areas: position management and classification, recruitment and staffing, compensation, attendance and leave, and performance management. Serves as liaison on Department-wide and Government-wide regulations. Develops and implements automated personnel systems in the above areas.
SAFETY, HEALTH AND ENVIRONMENT DIVISION (173.00): Plans, develops, organizes, and directs the Occupational Health, Safety, and Environmental Compliance Programs for NIST. This includes workplace safety and health management, fire protection engineering, radiation safety, industrial hygiene, on-site occupational health services, Employee Assistance Program, hazardous material disposal, effluent monitoring and environmental compliance. The division identifies policy issues, develops policy and procedures, and provides advice, guidance and assistance to managers, supervisors and employees to implement compliance with health, safety and environmental requirements. SHED serves as the liaison to the DoC Occupational Health and Safety Council, as the technical representative to the NIST Safety Council and the NIST Safety Operational Committee. Processes claims against NIST submitted pursuant to the Federal Tort Claims Act; Manages health unit contracts, Provides OSHA, EPA, and Maryland Department of the Environment regulatory compliance, monitoring and reporting.
--HEALTH PHYSICS GROUP (173.01): Provides radiation protection services to assure doses and risks to NIST Staff, members of the public, and the environment are As Low as Reasonably Achievable. Health Physics (HP) is divided into several specialty areas to include Reactor, Laboratory, laser, and miscellaneous; supports Reactor and Laboratory operations, providing radiological safety training, personnel dosimetry, facility and environmental monitoring, nuclear materials accountability, instrument calibration, radioactive waste disposal, operational planning, and safety systems design. The HP Group works in conjunction with the NIST Ionizing Radiation Safety Committee. HP prepares and implements NRC license updates and internal NIST procedures, monitors and maintains compliance with applicable regulations, and licensing requirements of the Nuclear Regulatory Commission and a variety of other Federal, State, and International Regulatory Agencies.
--OFFICE OF SAFETY, HEALTH AND ENVIRONMENT, BOULDER (173.02): Provides occupational health, safety, environmental and radiation services to the NIST Boulder Laboratory Programs. This includes workplace safety and health management, fire protection, engineering, radiation fir safety, industrial hygiene, hazardous material disposal, effluent monitoring and environmental compliance. In conjunction with SHED identifies policy issues, develops policy and procedures, and provides guidance and assistance to managers, supervisors and employees to implement compliance with health, safety, and environmental requirements. Provides OSHA, NRC, EPA, City of Boulder environmental, and Colorado Department of Public Health and Environment regulatory compliance, monitoring and reporting.
CHIEF INFORMATION OFFICER (CIO) (180.00): Plans, directs, and implements the utilization of information technology (IT) resources, supporting infrastructure, IT security, applied research, and assistance to NIST staff, collaborators, and clients in the conduct of NIST scientific, engineering, and administrative programs, and in the dissemination of information; advises the NIST Director and Deputy Director on all aspects of IT management to ensure state-of-the-art computing and networking facilities that integrate and support an enterprise-wide heterogeneous information technology environment for NIST. Manages centralized IT functions, including telecommunication, networking, Web services, IT assistance and restoration of service, managed desktops, email, integrated information systems, knowledge systems, and other IT infrastructure support services. Implements the provisions of the Clinger-Cohen Act of 1996, the Paperwork Reduction Act, and other directives regarding the acquisition, management, and use of information technology (IT) resources, including capital planning and investment analyses, the IT operating plan and budget, as well as IT acquisition strategy and performance measures.
INFORMATION TECHNOLOGY SECURITY AND NETWORKING DIVISION (181.00): Directs the NIST Information Technology (IT) Security Program to ensure the security of NIST IT systems and networks and compliance with federal regulations and DOC policies. Ensures NIST IT security policies and procedures are developed, maintained, understood, and properly implemented and enforced. Manages the IT System Certification and Accreditation Program as well as the NIST IT Security Awareness, Training, and Education Program. Responds and reports on IT security incidents, makes technical recommendations on IT security configurations and products, performs system vulnerability testing, and monitors and evaluates security performance on sensitive enterprise systems. Implements and tests firewall policies; oversees day-to-day firewall operations; evaluates network threats and vulnerabilities; performs network vulnerability testing; provides oversight of the central NIST communications infrastructure; and provides secure remote access. Manages all aspects of the NIST IT network and services in support of NIST programs; monitors security, performance, and workload of the network infrastructure to ensure maximum effective use of installed systems; tracks emerging network technology to ensure that new technology and services are introduced that are the best match to NIST requirements. Responsible for evolutionary design, planning, and implementation of network technologies. Manages all aspects of the day-to-day operation and maintenance of the network infrastructure.
CUSTOMER ACCESS AND SUPPORT DIVISION (182.00): Provides a single point of contact for guidance and the rapid restoration of central IT services. Operates a central help desk that responds to all end user support needs; assigns problem resolution responsibilities to appropriate IT support staff as necessary; implements outage notification processes; maintains online support resources; and measures customer satisfaction. Provides support and guidance to enhance the productivity of NIST personal computer and desktop workstation users through administering user accounts, consulting services, hardware procurement and repairs, software licensing, desktop management, and information sharing via web, training, newsletters, and user groups. Establishes guidance for the managed IT desktop environment for NIST, evaluating emerging client access devices and technologies, best practices in technology acquisitions, technology planning and deployment, and physical management, support, and retirement. Recommends configurations and support policies to ensure effective integration of appropriate technologies into the NIST network.
APPLICATIONS SYSTEMS DIVISION (183.00): Provides support for the full software development lifecycle of application systems developed or hosted by NIST for various computer platforms; implements appropriate data warehouse and report generation infrastructure; supports the development of systems to collect and disseminate NIST corporate information via robust data warehouse and data mining technologies; maintains established application systems in support of critical NIST business operations in conformance with the software development lifecycle policies; develops and maintains database systems including the design of the information technology (IT) infrastructure in support of these systems; and by utilizing the software development lifecycle process, develops and deploys new applications using the best technologies available.
ENTERPRISE SYSTEMS DIVISION (184.00): Provides system administration for all enterprise servers and scientific computing systems. Designs, implements, and maintains NIST’s central information processing systems including specialized scientific data processing systems, web-based information systems, financial and administrative systems, as well as data storage systems. Provides the computing systems and support for general-purpose services, such as electronic mail, computer-based calendaring, and specialized services such as licensed scientific software distribution. Operates the Central Computing Facility and manages key aspects of central computing, storage and the associated infrastructure in support of NIST programs; monitors performance and workload to achieve maximum effective use of installed systems. Evaluates alternative approaches for satisfying customer needs and recommends solutions based on NIST priorities and resources.
TELECOMMUNICATIONS AND CIO SUPPORT DIVISION (185.00): Manages all aspects (including day-to-day operation and maintenance) of the telecommunications systems, infrastructure, and services in support of NIST programs; monitors security, performance, and workload of the telecommunications infrastructure to ensure maximum effective use of installed systems; and tracks emerging telecommunications technology to ensure that new technology and services are introduced that are the best possible match to NIST requirements. Provides direct support to the NIST CIO by developing recommendations for information technology (IT) management policies, procedures, and standards; identifies opportunities to share information resources; assesses and addresses the information technology needs of the NIST workforce. The Division serves as a focal point in coordinating solutions to cross-operating unit (OU) IT challenges. Develops, updates, and oversees implementation of such IT guiding principles as the NIST IT Strategic and Operational Plans, the NIST IT Systems Development Lifecycle (SDLC) methodology, and the NIST IT Capital Investment planning and approval process. Provides resource monitoring and solution formulations, and provides responses to the Department of Commerce CIO Office for various data calls and other information quests.
CHIEF FACILITIES MANAGEMENT OFFICER (CFMO) (190.00): Manages and operates facilities for the NIST Sites in Gaithersburg, Boulder, Fort Collins and Hawaii, ensuring maximum responsiveness to the needs of the NIST Technical Programs. Those facility related activities include Space Management, Real Property Management, Capital Improvements Planning, Engineering Design, Building Construction and Renovation, Building Systems Operation and Maintenance, Mail Distribution, Reproduction Services, Janitorial Services, Transportation, Visual Communications, Fire Protection, Security Services; Personal Property Management and Supply and Traffic Management.
--CAPITAL IMPROVEMENT GROUP (190.01): The Capital Improvement
Group (CIG) develops long term and short term plans for improvement and/or
replacement of NIST’s capital assets. The CIG inventories the capital
assets, assesses their condition and evaluates the need to either repair
or replace the
capital asset. The CIG prioritizes projects based on need, cost
and reasonable short term and long term budgets. Once NIST’s Management
approves the plans and funding is appropriated, the CIG is responsible
for managing the projects in the capital improvement plans to completion.
EMERGENCY SERVICES DIVISION (191.00): Plans, organizes, directs, and controls all of NIST’s emergency services and physical security activities. Manages the NIST Continuity of Operations (COOP) program, to include coordinating the efforts of NIST’s Emergency Planners/Coordinators, maintaining the NIST COOP Plan, and conducting training and preparedness exercises. Maintains, tests and updates Emergency Locator Lists and the site Occupancy Evacuation Plan.
--POLICE SERVICES GROUP (191.01): Provides physical security protection by means of an alarm system, access control system, area patrolling and fixed posts, closed circuit television, vehicle inspection, and emergency response to both security incidents and fire/rescue incidents. Provides police services including traffic control, enforcement of traffic and parking regulations, and issuance of motor vehicle parking permits. Investigates motor vehicle accidents and criminal activities conducted on the Gaithersburg campus such as thefts, destruction or defacement of government or personal property, assaults, threats, and other incidents of a violent nature. Provides lost and found services; and issues photographic identification badges and visitor passes.
--FIRE PROTECTION GROUP (191.02): Inspects all offices, laboratories, and other spaces at NIST as part of fire prevention; inspects and tests fire detection and suppression systems; provides response to hazardous material spills; provides around-the-clock fire protection and ambulance service for the Gaithersburg site and to other locations and federal sites via mutual-aid agreement; provides fire prevention promotional, educational, and training activities including an Annual Clean-up Campaign, Fire Prevention Week activities, and Day Care Center programs; provides Cardio-Pulmonary Resuscitation, Automated External Defibrillation and related first aid training to the staff; checks confined spaces for oxygen sufficiency and/or explosive atmosphere; and responds to contained space emergencies; and issues burn permits.
ADMINISTRATIVE SERVICES DIVISION (192.00): Plans, organizes, directs, and controls the activities of various support services groups, such as mail, printing and duplicating, transportation services, visual communications, and logistics.
--MAIL, REPRODUCTION & SUPPORTING SERVICES GROUP (192.01): Receives and distributes incoming and outgoing mail; prepares outgoing mail (folding, inserting, sealing, sorting) in-house or through contractor; monitors postage usage and trends; provides express mail and parcel service; serves as NIST COTR for a government-wide express mail contract; and provides printing and duplicating services which include: administrative printing and duplicating, desktop publishing, mail and distribution addressing and management, copier program management, and network printing and on-demand publishing. Acts as NIST liaison for DoC-sponsored campaigns and general administrative programs.
--LOGISTICS GROUP (192.02): Responsible for the accountability, inventory, utilization, and disposal of all NIST personal property; provides direct support for replenishment of NIST storeroom stock commodities; and coordinates special supply programs such as the Precious Metals Program; operates NIST storerooms providing economical quantities of material as needed by the NIST staff; provides support for the Specialty Gas Cylinder program; provides receiving, delivery, pick-up, shipping, and warehousing services for equipment and materials; and arranges for moves of household goods pertaining to first-duty station requirements as part of performing traffic management services.
--TRANSPORTATION GROUP (192.03): Manages the NIST motor vehicle fleet; operates and repairs vehicles, maintains all motor vehicles, and grounds equipment, emergency generators; provides motor vehicles for NIST use; provides local light delivery and pick-up; arranges special motor vehicle transportation for conferences; provides shuttle service, including on-grounds shuttles, and radio-dispatched chauffeur and messenger service; and is responsible for reporting, procurement, proper utilization, maintenance, and disposal of motor vehicles and fuel usage.
--VISUAL ARTS AND PHOTOGRAPHY GROUP (192.04): Provides visual arts services which include graphic art, photography, and related services by providing support for publications, presentations, and displays such as: graphic design and consultation, layout, illustration, charts, and graphs; image scanning and manipulation, digital output for hardcopy of transparencies, location and studio photography, and passports and portraits; and provides door cards and signage.
PLANT DIVISION (193.00): Manages and administers the Gaithersburg facilities program, including new construction, renovation, and maintenance of existing facilities by means of facilities planning, design and engineering, facilities maintenance, reimbursable services, in-house construction services, contract management, and direct support to the NIST community via the Service Desk.
--FACILITIES PLANNING, ENGINEERING, AND CONSTRUCTION GROUP (193.01): Provides planning, cost estimating, scheduling, architectural, engineering, and construction management services for facility modifications, renovations, additions, and new construction in support of the programmatic mission of NIST; manages architectural and engineering, construction management, and construction contracts for facility modifications, renovations, additions, and new construction; provides NIST staff with facility planning, design, engineering, and construction consulting services; provides near-term and long-term facility master planning and conducts facility assessments to determine programmatic needs and plans and programs facilities to meet those needs; provides analysis, including economic and energy conservation analysis, justification, and project prioritization for budget development; coordinates facility related issues with DOC and other agencies; and coordinates Gaithersburg, MD and Boulder, CO facility efforts.
--ALTERATION AND MAINTENANCE GROUP (193.02): Provides management support to the trade shops; provides electrical, piping and plumbing, construction, and heating, ventilation, and air conditioning services; provides gardening, excavating, and moving support; provides wildlife management services; provides direct support to the NIST staff via the Service Desk; provides building, office and laboratory cleaning; receives, expedites, and distributes all material for work done by the group; and schedules and coordinates all trade craft work.
--OPERATIONS ENGINEERING GROUP (193.03): Manages the site-wide preventative maintenance program for all new and existing mechanical and electrical equipment, internal and external building elements, and all outside utility distribution systems; determines the need for repair, replacement, or upgrade; provides engineering services for repair, replacement, or upgrade projects; schedules all building equipment outages; and provides engineering oversight for the operation, maintenance, and repairs of the Steam and Chilled Water Generation Plant.
ENGINEERING, MAINTENANCE, AND SUPPORT SERVICES DIVISION (194.00): Supports the technical programs of NIST, NOAA, and NTIA located at the Boulder Laboratories and related field sites by providing facilities design, construction, alteration, and maintenance services; provides operation and maintenance of all facilities equipment and in-house construction and modification capabilities; provides space management of the Boulder Laboratories; provides audiovisual (A/V) and conference facilities services; provides cleaning and maintenance services for grounds and buildings; provides the resources management and administration of the division; and is responsible for the NIST-Boulder personal property program and fiscal support services.
--ENGINEERING GROUP (194.01): Responsible for the design, construction, alteration, and maintenance of all buildings, structures, roads, grounds, and utility systems; provides administration and field inspection on all physical plant construction, alteration, and repair contracts; responsible for providing scientific instruments, machinery, apparatus, and services for the technical programs conducted at the Boulder Laboratories and related field sites.
--OPERATIONS, MAINTENANCE, AND CONSTRUCTION GROUP (194.02): Responsible for custodial services, construction, and the operations, maintenance and repair of the buildings, grounds, equipment and infrastructure for the Boulder Laboratories and related field sites.
--PROJECT AND CONSTRUCTION MANAGEMENT GROUP (194.03): Provides all plant and construction management for site improvement projects at the Boulder Laboratories and related field sites.
