CHECKLIST FOR ORGANIZATIONAL CHANGES
The following checklist is provided to help managers and implementation team members systematically determine and accomplish those actions appropriate to the implementation of a proposed organizational change.
ANALYSIS AND PLANNING (See Appendix B)

PERSONNEL MANAGEMENT
- Prepare new and/or edit existing position descriptions
- Prepare Form SF-52, Request for Personnel Action
- Prepare new and/or edit existing performance agreements
- Determine payroll contact points and timekeepers; notify the payroll
technician in the Human Resources Management Division
-Account for all current staff in new organizational unit(s)
-Prepare Form CD-516, Classification Performance Management Record
FINANCIAL MANAGEMENT
- Revise structure of cost centers
- Transfer current-year and prior-year accruals, unliquidated obligations,
and authorizations
- Revise overhead rates
- Revise organizational fiscal plans
EQUIPMENT MANAGEMENT
- Conduct physical inventory
- Transfer equipment
SPACE MANAGEMENT
- Reallocate space
- Schedule moves
OTHER
- Schedule telephone changes and make telephone directory changes
- Obtain door signs
- Update building directory
- Revise distribution lists
- Revise organizational directory
- Publish room and telephone changes in the Administrative Calendar
- Conduct precious metals inventory and transfer precious metals
- Notify the Applications Systems Division when changes to project-tasks
associated with scientific computing are necessary.
APPROVAL AND ANNOUNCEMENT OF CHANGE (See Subchapter 9.03.06; responsibility of the Management and Organization Division)
- Request approval of change at NIST and/or DoC
- Prepare new or edit existing DOO 30-2B
- Publish Administrative Bulletin
EFFECT IN PERSONNEL-PAYROLL SYSTEM
- Prepare organizational change orders to DoC (responsibility of the
Human Resources Management Division)
- Add, change, or delete organizational unit names and numbers into
the organizational table of NFC (responsibility of DoC)
