MOTOR VEHICLE FUEL
(Gaithersburg)

This energy contingency plan covers contingencies which arise as a result of a shortage of motor vehicle fuel (diesel and gasoline). Conservation efforts will reduce the impact of shortages.

1. ACTIONS

To achieve the planned reductions, diesel and gasoline will be rationed as follows:

a. Physical security and fire protection services will normally be maintained at their current level of fuel usage, but this allocation may be altered by the Chief, Facilities Services Division, as circumstances warrant. Shuttle service will be augmented at the discretion of the Chief, Facilities Services Division, to offset reduction in the use of other vehicles.

b. Fuel will be rationed to the remaining activities to achieve the required reduction in NIST fuel usage. This rationing normally will be evenly prorated among the OUs, based on their fuel use during the most recent twelve-month period for which the data is available. Within each OU, the rationing will be prorated evenly among the divisions or otherwise as directed by the OU Director. The rationing will be implemented by fuel coupons issued monthly to the divisions by the Facilities Services Division. The allocation to the division will not be affected, either positively or negatively, by unused coupons for a prior month.

2. COMMUNICATIONS

All callers in this communications system must convey their name and extension and establish that of their contact.

a. Implementation of Contingency Plan - Notice of a motor vehicle fuel supply shortage or emergency is transmitted through the route described in Section 6.03.07. The notice normally is transmitted by telephone only as far as the OU Directors and followed with written notices to all affected employees.

b. Return to Normal - When the contingency ends, notice of a return to normal will be communicated in the same manner as the alert.
