6.03.01
PURPOSE
This subchapter details responsibilities and prescribes procedures
for adjusting to energy shortages in accordance with 10 CFR 436.105 and
for the continuance of critical experiments and the safety of personnel
and buildings during shortages of electricity, motor vehicle fuel, or heating
fuel.
6.03.02
SCOPE
This subchapter applies to all NIST installations except as otherwise
stated.
6.03.03
POLICY
As required by 10 CFR 436.105 (Energy Conservation Plan) and the Department
of Energy Guidelines for Emergency Energy Conservation by Federal Agencies,
NIST will (1) maintain plans, including priorities, for temporarily reducing
missions, services, and other activities, to assuage the impact of a sudden
disruption in the supply of oil-based fuels, natural gas, or electricity;
(2) provide for testing emergency actions to ascertain their effectiveness;
(3) implement the appropriate plan when the President establishes an emergency
conservation target; and (4) report via the Department of Commerce to the
Department of Energy on the implementation of a plan. NIST will also implement
the appropriate plan to adjust to a local shortage in energy supply.
6.03.04
DESIGNATION OF OFFICIALS
a. The following are the designated officials responsible for decision
making and reporting for NIST with regard to energy contingency planning:
(1) Director of Administration - Gaithersburg
(2) Director, NIST/Boulder Laboratories - Boulder and field stations
(Ft. Collins, Colorado, and Kauai, Hawaii)
b. The following are the designated energy contingencies coordinators:
(1) Gaithersburg -
Chief, Plant Division (electricity, fuel oil, natural gas)
Chief, Facilities Services Division (motor vehicle fuel)
(2) Boulder, Ft. Collins, and Kauai -
Chief, Technical Services Division, Boulder
c. Key division personnel are employees designated by the division chief
or higher who are to be notified by and be an active liaison with the Plant
Division or the Facilities Services Division (at Boulder, Technical Services
Division) whenever utility interruptions (outages) are to be scheduled
or occur under emergency conditions.
6.03.05
RESPONSIBILITIES
a. The energy contingencies coordinators are responsible for:
(1) Obtaining and maintaining the Department of Energy and Department
of Commerce guidance on energy emergency planning;
(2) Developing and maintaining general energy contingency plans for
the various sites and obtaining appropriate official approval for these
plans;
(3) Developing and maintaining detailed contingency plans for electricity,
fuel oil, and natural gas for individual buildings and coordinating these
plans with the occupants;
(4) Implementing the plan in a contingency in consultation with the
appropriate official in Section 6.03.04a. or a designee; and
(5) Reporting on the implementation to the appropriate official in Section
6.03.04a. or a designee.
b. OU Directors are responsible for developing and maintaining a list
of critical experiments or other equipment,which should receive priority
during a contingency in electricity, fuel oil, or natural gas. An updated
copy of this list must be sent to the Facilities Services Division each
January. (At Boulder, division chiefs are responsible for providing this
information to the Technical Services Division each January.)
c. Division chiefs or in their absence, acting division chiefs, are responsible for the safety of all their division operations during contingencies.
d. Key division personnel (sponsors) are responsible for notifying all
employeees in their division (as designated by the division or higher)
of notice of contingencies and outages.. In the event that a division member
cannot be reached, key division personnel will leave a message for them
and report the absence to their division chief. During contingencies and
outages key division personnel must maintain an active liaison with the
Plant Division (at Boulder, the Technical Services Division).
6.03.06
ENERGY CONTINGENCIES PLANS
a. Plans for each site will include provisions for:
(1) Reacting to energy shortages;
(2) Informing employees and maintaining communications;
(3) Maintaining critical experiments or activities; and
(4) Protecting employees and facilities.
b. The energy contingencies coordinators at each site will give copies
of the energy contingency plan to their staff members who may be directly
involved in contingency actions and will make other distribution as required
or appropriate.
6.03.07
COMMUNICATIONS
a. Emergency - A telephone "cascade" system is used to alert
employees when a contingency is imminent or has occurred. The system will
operate in the following manner: When initial notifications are received
from the Director (NIST) or another official source that evacuation or
early dismissal is ordered, calls will be made from the Facilities Services
Division (at Boulder, the Technical Services Division) to the Operating
Units, who, in turn, will notify their subordinate divisions. The divisions
will then notify all of their employees.
b. Urgent - When the Chief, Plant Division, or the Chief, Facilities
Services Division, receives an alert* they inform the Director of Administration
who in turn informs the NIST Director and the Director of the NIST/Boulder
Laboratories. If an alert is received initially by the Director of Administration,
that office notifies the NIST Director, the Director of the NIST/Boulder
Laboratories, and either the Chief of the Facilities Services Division
for vehicle fuel shortages or the Chief of the Plant Division for other
shortages (at Boulder, the Technical Services Division when appropriate).
The Plant Division or the Facilities Services Division notifies the OU
Directors and they, through key division personnel, all NIST employees.
c. For the purpose of transmitting utility outage information, a list
of key division personnel is kept by the Operations and Maintenance Group,
Plant Division (at Boulder, the Technical Services Division). The Chief,
Facilities Services Division maintains an up-to-date list of critical experiments
(at Boulder, the Technical Services Division).
d. When the contingency ends and there is return to normal, notice will
be communicated in the same manner as the alert.
e. All callers in this communications system must convey their name
and extension and establish that of their contact to facilitate confirmation
and call-back.
f. Notice of the contingency will be communicated by the most expeditious
method available, usually by telephone.

*An alert will typically result from a telephone call from an energy
supplier indicating a reduction in supply, but might also be a declaration
of an energy emergency by the President. At this point, a decision as to
the extent of theplan to be recommended to the Director will be made.
