6.01.01
PURPOSE
This subchapter outlines the emergency actions to be taken by NIST employees in the event of declaration of a national emergency, e.g., an attack upon the country is imminent or under way. (References: Executive Order 11490, as amended, and DAO 202-910.)
 

6.01.02
SCOPE
The procedures in this subchapter apply to employees at NIST-Gaithersburg and NIST-Boulder.
 

6.01.03
POLICY
It is Institute policy to ensure to the maximum extent possible the safety of all NIST employees in the United States or abroad in the event of a national emergency.
 

6.01.04
NIST EMPLOYEES IN THE UNITED STATES
a. Employees on duty at NIST-Gaithersburg and NIST-Boulder at the time of the announcement of a national emergency are to remain on duty until instructed to return home, to take shelter at NIST, or to report to relocation sites.

b. NIST employees on duty at field sites upon declaration of a national emergency are to comply with emergency instructions announced locally.

c. NIST employees off duty at the time of announcement of a national emergency are to report to their regular duty station or to a special emergency assignment as soon as circumstances permit.

d. NIST employees must report as soon as possible following the declaration of a national emergency to the nearest operational facility of the Department of Commerce if on leave or on temporary duty and unable to report to their regular duty station or their assigned relocation site. This procedure also applies when the regular duty station has been closed because of damage.
 

6.01.05
FOREIGN NATIONALS AND FOREIGN GUEST RESEARCHERS IN THE UNITED STATES
a. In the event of a national emergency, foreign nationals employed by NIST should contact the NIST Office of International Relations (OIR) for assistance, if necessary. OIR must also be informed of any instructions received by foreign nationals from their consulate or embassy.

b. Foreign guest researchers should contact their consulate or embassy for instructions.
 

6.01.06
NIST EMPLOYEES LOCATED IN A FOREIGN COUNTRY
a. NIST employees abroad on official travel, training, leave, etc., who learn of, or are notified of, an attack upon the United States, its territories, the host country, or any other country friendly to the United States, should immediately report to the nearest U.S. foreign service post and await further instructions.

b. NIST employees abroad should ascertain from Department of State officials that the U.S. Department of Commerce has been notified of their individual and family status at the time of the emergency.

c. These employees should arrange to return immediately to their regular duty station in the United States, with Department of State assistance if necessary, by the first available, secure transportation unless otherwise instructed.

d. If an employee and their dependents have been evacuated to a foreign safe haven, they should ascertain that this information has been reported to the Department of Commerce.
