CALIBRATION SERVICES ON NIST INTERNAL DEVICES

This appendix provides additional guidelines specific to inter- and intra-division calibration services work.

Inter-division Calibration Services

A calibration service may be performed by one NIST technical division on a NIST-internal device for another NIST technical division.  Such work follows the policies and procedures for NIST inter-division work contained in Subchapter 8.06, Expense and Income Activities.

Fees for interdivision calibration services exclude the MSD operations and service development surcharges but otherwise follow the fee calculation algorithm provided in Section 5.20.08 of this subchapter.  Therefore, only the performing division’s fee is charged to the division requesting the service. The performing division may choose to waive this fee.

The NIST National Voluntary Laboratory Accreditation Program (NVLAP) occasionally requests that a NIST technical division perform a calibration service on a device as part of NVLAP’s Calibration Laboratory Accreditation Program.  In these cases, the division fee portion of the total calibration service fee, which excludes the MSD operations and service development surcharges, is divided among all NVLAP external customers participating in the proficiency test.  Each external customer pays its portion of this fee directly to NVLAP.  The NIST technical division performs the calibration service as an inter-division service for NVLAP.  Upon completion of the calibration service, the technical division reports its results to NVLAP according to the requirements stated in its Quality Manual.  NVLAP pays the division fee to the technical division and is reimbursed by the customer.

All inter-division calibration services are tracked in the ISSC consistent with calibration services performed for external customers.

Intra-division Calibration Services

A calibration service may also be performed by a NIST technical division on a NIST-internal device that is the property of the division performing the work.  Such work is referred to as intra-division calibration services, and no fees are assessed for this work.
