5.02.01
PURPOSE
This subchapter describes the information services and resources available
from the Information Services Division's Research Library located in Wing
E of the NIST Administration Building at Gaithersburg, Maryland.
5.02.02
SCOPE
This subchapter describes information services and resources for NIST
employees at Gaithersburg. At NIST-Boulder, information services
and resources are furnished by the Mountain Administrative Service Center/National
Oceanic and Atmospheric Administration (MASC/NOAA) Library Division.
5.02.03
POLICY
It is NIST policy to provide information resources and services for
the technical staff and managers by acquiring, organizing, and disseminating
information through any mechanism and from different types of sources,
by providing manual and electronically available resources, by referral,
by borrowing materials or by obtaining information from external sources,
and by organizing and maintaining a Museum and History Program.
5.02.04
DEFINITIONS
a. Information Resources - Includes, but is not limited to books,
print and full-text electronic journals, online bibliographic databases,
NBS/NIST publications, archival, and historical artifacts.
b. Subject Specialists - NIST technical staff chosen by division
chiefs to provide advice to the Chief, Information Services Division, on
the selection of information resources relevant to their technical programs
for inclusion in the NIST Research Library's services.
5.02.05
RESPONSIBILITIES
The NIST Research Library:
a. Acquires, organizes, and maintains information resources germane to the programs of NIST or vital to its role as an agency of the federal government;
b. Utilizes these and other resources to supply the technical information needed by the staff in accomplishing assigned responsibilities;
c. Provides access to published information and data through collection, electronic means, and referral services, and as required for NIST needs, arranges for the procurement of such services for other parts of NIST;
d. Manages a Museum and History Program to provide information and to select, retain, and exhibit artifacts and copies of records on past achievements;
e. Serves as liaison with outside libraries and information resource centers, and with regional, national, and international networks; and
f. Retains NIST publications and other documents.
5.02.06
SELECTION OF NIST RESEARCH LIBRARY RESOURCES
a. Research Library Collections - The Chief, Information Services
Division, with the assistance of the Division's technical staff and the
advice of the Subject Specialists, selects the materials to be added to
or retired from the collections of, or otherwise made available through,
the NIST Research Library. Guidelines for the selection of materials
are described in the NIST Research Library's Collection Development Policy.
b. NIST Museum Collections - The Chief, Information Services Division,
with the assistance of the Historian, and with the advice of the Museum
Committee, selects the artifacts, documents, and oral history tapes to
be added to the NIST Museum and related historical collections.
5.02.07
ACQUISITION OF NIST RESEARCH LIBRARY MATERIALS
Materials for the NIST Research Library are acquired by purchase, through
exchange with other national or international agencies and organizations,
or received as gifts, by the Information Services Division technical staff.
5.02.08
PROCESSING NIST RESEARCH LIBRARY RESOURCES
All information resources and materials purchased by organizational
units at NIST are marked to indicate NIST ownership. The processing
of information resources for the NIST Research Library availability and
access is the primary responsibility of the Information Services Division.
5.02.09
ELECTRONIC RETRIEVAL AND REFERRAL SERVICES
The NIST Research Library makes arrangements with appropriate suppliers
for use of electronic information retrieval and referral services at NIST,
including computer conferencing and CD-ROMs, and for remote access by NIST
research and technical staff.
5.02.10
LOANS
The Chief, Information Services Division, determines overall lending
policies for materials in the NIST Research Library, for loans to NIST
staff, and to other libraries and information centers of other federal
agencies and other outside organizations.
5.02.11
MUSEUM AND HISTORY PROGRAM
The Museum and History Program serves the archival and historical needs
of the NIST staff, DOC, Members of Congress, other government agencies,
scientific institutions, professional peers, and the public. The
Chief, Information Services Division, determines overall policies in the
administration of the Museum and History Program. The rogram includes
the NIST Museum; oral history and historical documents collections; and
historical information services to NIST management, outside agencies, and
the public.
