Appendix A - NIST-wide Standing Administrative Committee
 

3.01.01
PURPOSE
This subchapter states guidelines for administrative committees at NIST-Gaithersburg.
 

3.01.02
SCOPE
This subchapter applies to administrative committees at NIST-Gaithersburg.  Information on administrative committees at NIST-Boulder appears in Boulder Administrative Bulletins.
 

3.01.03
DEFINITIONS
NIST uses three types of administrative committees:

a.  Standing Administrative Committee – Created to serve continuously for an indefinite period of time.

b.   Ad hoc Committee – Created to resolve particular problems and then to disband.

c.  Steering Committee – Created to direct activities of other groups in the solution of defined problems.

Committees in the latter two categories may be reconstituted as standing administrative committees.
 

3.01.04
POLICY
a.  NIST standing administrative committees are maintained to assist the formal NIST organizational structure in carrying out NIST’s programmatic and administrative support functions.

b.  Committed shall be terminated when they are no longer needed.

c.  Committee activities shall be documented as described in Section 3.01.06.

d.  Only employees with permanent appointments may serve as committee members with the exception of Editorial Review Boards whose members, selected by OU Directors, may be retired NIST staff members.
 

3.01.05
RESPONSIBILITIES
a.  The NIST Director must approve the creation and termination of NIST administrative committees and must approve appointment of all committee members.

b.  Committee chairpersons are responsible for maintaining proper documentation of committee activities and for complying with the policies and procedures outlined in this subchapter.
 

3.01.06
Documentation
a.  The creation of a NIST standing administrative committee and the membership is announced in an Administrative Bulletin.  (The creation of an ad hoc committees and of steering committees is not announced.)

b.  Charters for standing administrative committees are published in Appendix A of this subchapter.  The Management and Organization Division assists committee chairpersons in preparing their charters.
 

3.01.07
ESTABLISHING A COMMITTEE
An NIST official who would like to have a NIST-wide committee established should contact the Management and Organization Division.  The justification should be prepared for presentation to the NIST Director.  If the Director gives preliminary approval, the requesting official will be asked to make a presentation to the Executive Board.
 

3.01.08
COMMITTEE RECORDS
Records and files of the committee shall be handled in accordance with Subchapter 2.06, Records Management.  Responsibility for records and files resides with the chairperson of the committee.
 

3.01.09
TERMINATING A COMMITTEE
To request the termination of a committee, the committee chairperson must send a memorandum requesting termination to the NIST Direct through the Management and Organization Division.
