2.11.01
PURPOSE
This subchapter describes the general and specialized janitorial services
which are provided at the National Institute of Standards and Technology
(NIST).
2.11.02
SCOPE
The provisions of this subchapter apply to all NIST facilities at Gaithersburg.
2.11.03
POLICY
It is NIST policy to provide a high standard of cleanliness for the
buildings at Gaithersburg through regularly scheduled and specialized cleaning
services.
2.11.04
RESPONSIBILITY
The Janitorial Services Group, Plant Division, is responsible for the
cleanliness of NIST buildings at Gaithersburg.
2.11.05
JANITORIAL SERVICES PROVIDED
a. Cleaning schedules are maintained per modified General Services
Administration (GSA), Building Owners and Managers Association (BOMA),
or other generally accepted standards and methods for building maintenance.
b. The cleaning tasks are carried out under the direction of the supervisor of the Janitorial Services Shop. Service is furnished from 5:00 a.m. to 5:30 p.m. on weekdays.
c. Janitorial services are furnished to all areas unless specifically excluded by request or for security or other reasons. These services include: emptying trash and recycling containers in work areas and public spaces daily; cleaning offices, laboratories, and common areas such as conference rooms and eating areas bi-weekly; cleaning restrooms daily; cleaning hallways, entranceways, stairwells, and elevators (frequency - see 2.11.05 d); cleaning ashtrays and removing trash from building perimeters daily; and cleaning loading docks and receiving rooms and removing trash from these areas weekly.
d. Floors and carpeted areas in building lobbies and entranceways are scheduled for cleaning daily. Floors in common halls and stairwells are scheduled for dust mopping weekly. Floors in offices, laboratories, and common areas are scheduled for cleaning bi-weekly. Floors in common halls, lobbies, and entranceways are scheduled for stripping and re-waxing annually.
e. Special laboratory cleaning is scheduled or furnished when requested
(see also Section 2.11.06).
2.11.06
SPECIAL OR EMERGENCY/UNSCHEDULED CLEANING
a. For special or emergency/unscheduled cleaning, call the Janitorial
Services Group.
b. Special cleaning includes:
--out-of-hours cleaning (upon approval);
--shampooing rugs;
--steam cleaning of curtains;
--washing venetian blinds;
--cleaning walls and fixtures over 6' high by dusting or washing, wax
removing and rewaxing, and furniture cleaning and polishing for specific
problem areas. All of these services are on an "as needed" or “as
requested” basis; and
--cleaning of mass spectrometer laboratory areas, isotope laboratories,
etc. (arranged after consultation with the requestor).
Note: Researchers and Group/Division/Operating Unit managers requiring Clean Room laboratory cleaning service may consult public business listings for possible sources, or may contact the Janitorial Services Shop supervisor who can offer possible sources.
c. Emergency/unscheduled services include:
--day cleaning service for spills of coffee, soft drinks, etc. (excluding
hazardous materials such as mercury, acid, etc., in which case the Fire
Protection Group, Emergency Services Division, must be called);
--fire and accident cleanup;
--flooding cleanup as the result of pipe leaks and overflows; and
--snow removal from entrances and delivery platforms.

Note: Researchers and Group/Division/Operating Unit managers requiring
the destruction of classified materials should contact the Department of
Commerce’s satellite Office of Security (OSY) in Room A01 in the basement
of Building 101 during regular hours, and the NIST Police Office in Room
A16 in the basement of Building 101 for after hours emergency classified
material destruction.
