2.09.01
PURPOSE
This subchapter states traffic and parking regulations applicable to
NIST sites. Federal traffic and vehicular regulations are contained in
Subpart B, Part 265, Title 15 of the Code of Federal Regulations (CFR).
2.09.02
SCOPE
The regulations contained in 15 CFR Part 265 and this subchapter apply
to anyone on the grounds of the National Institute of Standards and Technology
at Gaithersburg, Boulder, and Fort Collins.
2.09.03
POLICY
It is NIST policy to provide for the safe and orderly flow of traffic,
for the effective use of parking facilities, and for the physical well-being
of all individuals while on the NIST grounds. Violations of NIST traffic
and parking regulations are processed in accordance with the procedures
outlined in Section 2.09.10 of this subchapter.
2.09.04
RESPONSIBILITIES
a. Anyone operating a motor vehicle on a NIST site is responsible for
driving in a safe manner and complying with all NIST traffic and parking
regulations.
b. At Gaithersburg, the Chief, Facilities Services Division, is responsible
for overall management of parking with primary responsibility for approving
requests for new or modifications to existing parking spaces.
c. At Gaithersburg, Police Services, Office of Security at NIST, is
responsible for:
(1) Enforcing traffic and parking regulations at the Gaithersburg site;
(2) Processing requests for parking permits;
(3) Establishing speed limits and determining the location of traffic
control signs and roadway markings;
(4) Closing roads in a traffic emerfency;
(5) Designating areas for special or reserved parking; and
(6) Designating temporary parking at any location.
d. At Boulder, the management of parking is the responsibility of the
Director, NIST/Boulder Laboratories and the enforcement of traffic and
parking regulations is the responsibility of the Department of Commerce
Police Services Group.
(1) The Director, NIST/Boulder Laboratories is responsible for approving
requests for new or modifications to existing parking spaces, and designating
areas for special or reserved parking.
(2) The Department of Commerce Police Services is responsible for:
(a) Establishing speed limits and determining the location of traffic
control signs and roadway markings;
(b) Enforcing traffic and parking regulations on the NIST/Boulder site;
(c) Processing requests for parking permits;
(d) Closing roads for emergencies; and
(e) Designating temporary parking when necessary.
e. The Medical Officer is responsible for certifying an employee's medical
need for reserved parking privileges (see Section 2.09.07). (At Boulder,
a statement by the employee's personal physician is acceptable.)
2.09.05
PARKING PERMITS
a. All employees and long-term, non-employees (six months or more),
including guest researchers and contractors must obtain a parking permit,
Form NIST-201, Parking Permit Registration, by personal application to
Police Services, Room A16, Administration Building (at Boulder, the Department
of Commerce Police Services Group). This permit is an authorization to
use any available, unrestricted parking space but does not ensure that
space will be provided. Parking permit decals must be displayed on the
reverse side of the vehicle's rearview mirror.
b. During special events, parking is permitted in any space when directed
by a uniformed police officer.
2.09.06
RESERVED PARKING
Reserved parking spaces are provided for selected employees within
the Office of the Director, OU Directors, and OU Deputy Directors.
2.09.07
RESERVED PARKING FOR THE DISABLED
a. Employees having a serious physical handicap may be granted reserved
parking privileges either on a temporary or permanent basis depending on
need.
b. Those employees who have been issued an approved license plate or
disabled person placard by their appropriate state agency are granted disabled
parking without question. Employees who have been issued these privileges
have been instructed not to abuse them.
c. Those employees who have a temporary need for disabled parking may
request special "on-campus" privileges and must request issuance of a special
NIST placard, Form NIST-1035, Temporary Special Permit. This placard is
dated depending on the disability. The request for issuance of the placard
should be sent through the Health Unit to Police Services. The following
information must be included:
(1) Employee's name and telephone extension;
(2) A brief justification for the need;
(3) The anticipated duration of the temporary disability;
(4) The building and room number of the employee;
(5) The identification of a desired parking position; and
(6) The employee's NIST parking permit number(s) along with the vehicle
description and license number.
d. For temporary disabled parking, Police Services issues Form NIST-1035, Temporary Special Permit, or equivalent. Form NIST-1035 must be displayed so that it is visable from the exterior of the vehicle.
2.09.08
RESERVED CARPOOL PARKING SPACES (GAITHERSBURG)
a. Reserved parking spaces are provided for registered carpools. A
carpool is defined as a group of two or more individuals who work at NIST
and use one motor vehicle for transportation to and from work. The term
carpool also includes vanpools.
b. To register for a reserved carpool parking space, a carpool representative
must be designated for each carpool. The carpool representative completes
Form NIST-1289, Carpool Application, available from Police Services. An
individual may be a member of only one carpool. All members of the carpool
must be registered in the NIST Carpool Locator Assistance System (CLAS),
through the use of Form NIST-1288, Carpool Locator Assistance System (CLAS)
Request.
c. In addition to the regular parking decals, carpools will require
a mirror-hanger permit for the vehicle's rearview mirror while parking
in a reserved carpool parking space. Only one nontransferable, mirror-hanger
permit is issued per carpool and is shared by all members. The mirror-hanger
permit expires annually on the last day of the month issued (i.e., issued
July 12, 2001, expires July 31, 2002). The expiration date is written on
the face of the mirror-hanger permit. Changes in carpool membership should
be reported to Police Services immediately. If carpool membership falls
to just one member, that individual must relinquish the mirror-hanger permit
to Police Services.
d. A vehicle displaying both the mirror-hanger permit and the regular
parking permit may park in the spaces marked "Reserved Carpool." In the
event that these spaces are occupied, the carpool-parking permit is also
valid in spaces not otherwise reserved. Enforcement of carpool parking
spaces is in effect from 7:30 a.m. to 6:00 p.m. Monday through Friday,
except federal holidays.
e. A one-month suspension for the privilege of parking on the NIST grounds
is imposed for misrepresentation of carpool membership, registration qualifications,
or for violation of other NIST carpool practices and requirements. This
is in accordance with the provision of the Federal Property Management
Regulations, 41 CFR 101-20.104.4.
f. If a carpool has members who work in different buildings (e.g., Metrology,
Polymers, and Radiation Physics) a reserved carpool parking space is not
provided at each building. Each carpool must designate a primary building
for a reserved carpool parking space. Each building with reserved carpool
parking spaces has a few extra reserved spaces to satisfy carpool parking
when a carpool vehicle is not parked at the primary building.
g. When driving to work alone without benefit of a mirror-hanger permit,
carpool members must park in any non-reserved space.

RESERVED PARKING FOR VISITORS
Certain parking spaces have been reserved for visitors and there is
no time limitation.
2.09.010
PROCESSING VIOLATIONS
Violations of the traffic and parking regulations contained in Subpart
B, Part 265, Title 15 of the Code of Federal Regulations result in a Federal
Violation Notice or a Warning Notice. Moving violations result in a Federal
Violation Notice. Violations are processed as follows:
a. When a Federal Violation Notice is issued, it is sent to the U.S.
Court's Central Violations Bureau. All matters concerning the violations
are handled through the Court. (See Appendix B for a partial list of offenses
and collateral.)
b. When a Warning Notice is issued there is no penalty attached. Police
Services does maintain a record of the violation and a memorandum is sent
to the violator's supervisor.
