Vehicles
2.07.01
PURPOSE
This subchapter states NIST policy with respect to motor vehicle management.
2.07.02
SCOPE
The provisions of this subchapter apply to NIST-Gaithersburg.
2.07.03
POLICY
It is the policy of the National Institute of Standards and Technology
to provide motor vehicle transportation for the conduct of official business
at the lowest possible cost to the government consistent with efficiency
of operation.
2.07.04
RESPONSIBILITIES
a. The Leader, Transportation Group is responsible for the development
and maintenance of an effective
fleet management program. The responsibilities of the Leader,
Transportation Group include:
(1) Development and administration of the fleet program consistent with
Department standards and General Services Administration (GSA) regulations;
(2) Establishment and maintenance of statistical information on motor vehicle usage, cost, performance, and inventories;
(3) Development and submission of periodic studies and reports to the
Department of Commerce and GSA;
(4) Inspection of operations and activities for compliance with laws and regulations governing the
use of government-owned or leased vehicles;
(5) Arrangement for the investivagation of alleged misuse of government-owned
or leased vehicles; and
(6) Review of all acquisitions and disposals of vehicles for operations.
b. Every employee who uses or authorizes the use of a NIST vehicle is
responsible for ensuring proper care and protection of such equipment,
including the operation thereof in a safe manner and compliance with applicable
laws, regulations, and policies.
2.07.05
GSA MOTOR POOL
All vehicles, with the exception of a few special purpose units, are
the property of GSA and subject to GSA general administration. Because
of its location and the efficiency of its maintenance operations, a special
arrangement permits NIST, under general supervision of GSA, to maintain
and manage the GSA fleet assigned to NIST. Under this arrangement, GSA
is responsible for the replacement of vehicles when they reach age or mileage
replacement standards and for the assignment of additional vehicles to
the fleet when justified.
2.07.06
ACQUISITION, ASSIGNMENT, AND DISPOSAL OF VEHICLES
a. No changes in the fleet complement whether by purchase, by transfer
from surplus, by borrowing, or by disposal in any way are to be made without
prior approval of the Leader, Transportation Group.
b. Requests for long-term assignment of a vehicle are made by memorandum
to the Leader, Transportation Group. A long-term assignment is made only
when the assignment is justified as essential to the NIST program or to
the most efficient operation.
c. Requests for permanent modifications or special equipment to be installed
in assigned vehicles are made by memorandum to the Leader, Transportation
Group.
2.07.07
USE CHARGES FOR MOTOR POOL VEHICLES
a. Short-term use of a motor vehicle is charged back to the user for
each 24-hour period or portion thereof. This applies to both on-grounds
and off-grounds usage.
b. Long-term use of a vehicle, i.e., a month or more, is charged back
to the user on the basis of the GSA monthly billing.
2.07.08
MAINTENANCE OF MOTOR VEHICLES
a. The Transportation Group services and repairs motor vehicles.
b. No vehicles in the NIST Motor Pool are committed in advance for use
the day after they are returned from a trip of more than 100 miles, or
overnight or longer, for the following reasons:
(1) A vehicle may not be available to the Motor Pool early enough on
the following day to be used for another out-of-town trip; or
(2) A vehicle must be cleaned and serviced before reassignment.
c. After an extended trip, vehicles are given a maintenance check.
