For over a year we have attempted to find a suitable candidate with an interdisciplinary background consisting of (specifications), for a position as a physicist or an electronics engineer in the XXX project.  This individual would be expected to improve and expand the XXX laboratory as the state-of-the-art facility for realization of the XXX units.  Furthermore, we would expect this person to participate in our research activities to develop new methods and capabilities for XXX by designing and performing experiments.  This position requires a broad background in experimental design as well as theoretical analysis and knowledge in XXX.  Despite undertaking a significant effort to search for a suitable applicant, we were unable to locate any qualified American citizen and were only able to find a single non-citizen applicant with appropriate experience.  We officially posted a job opening at the DOC COOL (Commerce Opportunities On-Line) website from (dates), and also placed an advertisement in Physics Today (month year) and in the Washington Post (month/day/year) and the Baltimore Sun (month/day/year).  We only found one qualified applicant, (name) who is not a U.S. citizen.

Given the lack of any other qualified candidates, we are requesting the assistance of OIAA in obtaining the appointment of a non-citizen, (name), for the position of XXX.  Mr./Ms. (name) is in possession of a permanent residence visa.  He/She obtained his/her permanent resident status under a special clause for gifted “scientific or artistic” accomplishment.  (Name) pursued his/her higher education in (country).  He/She obtained a B.S. degree in XXX from XXX University and an M.S. degree in XXX at XXX University in 19XX.

Recently, the demand from the industry for various new NIST (identify skill) capabilities has grown, e.g. for (skill specifications).  We truly need an expert in XXX.  We feel that we have found an excellent candidate.  In view of the shortage of scientists qualified for the position, we strongly recommend that (name) be appointed to this position.
