10.19.01

PURPOSE
The purpose of this subchapter is to (1) implement 5 USC Chapter 45; 5 CFR 451; DoC Performance Management Handbook; Department Administrative Order, 202-451 and 202-454; and (2) establish the policies and procedures for the NIST Incentive Awards Program.
 
 
10.19.02
SCOPE
This subchapter applies to employees at NIST-Gaithersburg and NIST-Boulder.
 
 
10.19.03
POLICY
This subchapter describes NIST policy for incentive awards which is consistent with applicable laws and regulations relating to incentive awards.
 
 
10.19.04
REPONSIBILTIES
The Chief, Human Resources Management Division is responsible for planning, coordinating, and administering the Incentive Awards Program under the general policy guidance of the NIST Director. The Performance Management Board (PMB) provides advice and assistance on policies, programs, and operations of the awards program.

10.19.06

TYPES OF RECOGNITION
a. Recognition of Performance Within the Performance Appraisal Cycle -
(1) Performance Bonus for Alternative Personnel Management System (APMS) Employees - Eligible employees may receive performance bonuses at annual performance rating time through documentation on Form NIST-01, "Alternative Personnel Management System Performance Management Record".  APMS employees are covered by the APMS Performance Appraisal System.

(2) Performance Award for Wage System Employees - Employees in the wage system/general workforce may receive a performance award at annual performance rating time through documentation on Form NIST-04, Wage Grade Performance Management Record.  NIST Wage Grade Employees are covered by the NIST Performance Appraisal System for Wage Grade Employees which is based on the General Workforce Performance Appraisal System.

(3) Performance Bonus for Senior Executive Service Employees (SES) - Employees in the Senior Executive Service may receive a performance bonus at annual performance rating time through documentation on Form CD-516, Classification and Performance Management Record.

(4) Presidential Rank Awards for Senior Executive Service Employees - Employees in the Senior Executive Service may receive the Presidential Rank of a Meritorious Executive for sustained accomplishment or the Presidential Rank of Distinguished Executive for sustained extraordinary accomplishment based on specific criteria and eligibility guidance.  OPM must recommend the selections to the President.
 

b. Recognition of Performance Outside the Performance Appraisal Cycle -
(1)  NIST Annual Awards -  All employees are eligible for NIST Annual Awards based on specific criteria and eligibility guidance.  (See Appendix A-Attachments 1 through 12 for descriptions.)

(2) Department of Commerce Medal Awards - All employees are eligible for the Department of Commerce Gold, Silver, and Bronze Medal Awards.  (See Appendix B for description.)

(3) Cash-in-Your-Account Award - All employees except Senior Executives are eligible.  (See Appendix C for description.)

(4) Time Off as an Incentive Award - All employees are eligible except Senior Executives, ST-3104 employees, and others with certain limited appointments as defined in the guidance. (See Appendix D for description.)
 

(5) Special Act or Service Award - All employees are eligible for a Special Act or Service Award for a one-time, nonrecurring superior accomplishment not anticipated in their performance plan.  (See Appendix E for description.)
(6) On The Spot Award - All Boulder employees are eligible except Senior Executives, and ST-3104 employees.  (See Appendix G for description.)
(7) The Unit Safety Award for Superior Accomplishment - Any NIST Division.  (See Appendix A, Attachment 12 for description.)
c. External Annual Award Recognition - Awards sponsored through external award programs have specific guidance announced by the sponsors annually and distributed through the Human Resources Management Division.  Examples are the Arthur S. Flemming Award and the Women in Science and Engineering (WISE) Award, etc.
