10.09.01
PURPOSE
This subchapter states NIST policy regarding labor-management relations.
10.09.02
SCOPE
This subchapter applies to all NIST employees.
10.09.03
POLICY
It is NIST policy that the right of employees to organize, bargain
collectively, and participate through labor organizations of their own
choosing in discussions which affect them, safeguards the public interest,
contributes to the effective conduct of public business, and facilitates
and encourages amicable settlements of disputes between employees and their
employers involving conditions of employment. Labor-management relations
shall be carried out in accordance with the Federal Service Labor Management
Relations Statute which is Title 5, United States Code, Subpart F, Chapter
71 and the applicable Labor-Management Agreements.

NIST BARGAINING UNITS
Gaithersburg:
a. International Association of Fire Fighters, Local F-161
- Covers all ZS non-supervisory fire fighters.
b. International Association of Machinists and Aerospace Workers, AFL-CIO, Columbia Lodge 174, District 12 - Covers all wage-grade (WG) employees in the Fabrication Technology Division and all eligible employees in Printing and Duplicating of the Facilities Services Division.
c. International Association of Machinists and Aerospace Workers, AFL-CIO, Columbia Lodge 174, District 67 - Covers all non-supervisory police officers in the Police Services Group of the Emergency Services Division.
d. Washington Area Metal Trades Council, AFL-CIO - Covers all wage-grade (WG), wage leader(WL), lithographic (XP), and lithographic leader (XL) employees of the Plant Division, the Facilities Services Division, and the Acquisition and Logistics Division.
Boulder:
American Federation of Government Employees, Local 2186 - Covers
employees of the Engineering, Maintenance, Safety, and Support Division
except for managerial, supervisory, professional, intermittent, temporary
limited, and certain other employees in positions listed under 5 U.S.C.
Section 7112 (b).

NIST LABOR-MANAGEMENT PARTNERSHIP COUNCIL
a. The purpose of the Labor-Management Partnership Council is
to: (1) foster within NIST a cooperative, constructive working relationship
between union representatives, managers, and supervisors; (2) involve management
and union representatives as equal partners in the identification of problems
and the development and implementation of solutions to accomplish the mission
of NIST; and (3) openly share information at the earliest pre-decisional
stage and to afford the union the opportunity for involvement at the predecisional
stage regarding significant personnel policies, practices, and conditions
of employment not specifically covered by existing collective bargaining
agreements.
