10.05.01
PURPOSE
This subchapter describes the performance management systems for NIST employees, including:   the Alternative Performance Management System (APMS), as established by the National Bureau of Standards Authorization Act for Fiscal Year 1987, P.L. No. 99-574, § 10 (1986); the Federal Wage System (FWS); and the General Schedule (GS).

SCOPE
This subchapter includes all NIST employees covered by the Alternative Personnel Management System (APMS), the Federal Wage System (FWS), and the General Schedule (GS).

 
10.05.03
LEGAL AUTHORITY
APMS:  The NIST Demonstration Project was mandated by Section 10 of the National Bureau of Standards Authorization Act for Fiscal Year 1987,  P.L. No. 99-574, § 10.  The NIST Demonstration Project began January 1, 1988 and required the Comptroller General to submit a final report not later than four years thereafter.  Ultimately, the NIST Demonstration Project was extended indefinitely by the National Technical Transfer and Advancement Act of 1995, P.L. No. 104-113, § 10 (1996).

General WorkforceDepartment Administrative Order (DAO) 202-430, Performance Management System, describes applicable legal and regulatory provisions for the Federal Wage System and the General Schedule.
 

10.05.04
POLICY
APMS:  The NIST Director determines and communicates overall policy regarding the NIST APMS.  The NIST Personnel Management Board (PMB) exercises overall authority, as set out in the NIST PMB committee charter for setting policy, managing the system, delegating authority, monitoring and adjusting performance management practices, and reviewing and deciding broad performance management issues.  (The Project Operating Procedures are available on the NIST internal website, including the Project Administration #2 section at http://www-i.nist.gov/hr/projectops/administration.htm and the Performance Management section at: http://www-i.nist.gov/hr/projectops/hrsystems/performance.htm.)

General Workforce: DAO 202-430, Performance Management System, sets forth the policy applicable to the NIST employees covered by the Federal Wage System or General Schedule. Additionally, the Performance Management System Handbook, available on the U.S. Department of Commerce website at http://hr.commerce.gov/Practitioners/PerformanceManagementandAwards/DEV01_006173, provides detailed guidance and establishes procedures for implementing the policy outlined in DAO 202-430.
 

10.05.05
DELEGATION OF AUTHORITY
APMS:  The NIST Director delegated management and oversight of the NIST APMS to the Personnel Management Board (PMB), whose members and staff are appointed by the Director. The PMB is the NIST body that manages, evaluates, and makes policy and procedural changes to NIST APMS systems when needed. When necessary, the PMB interprets and clarifies NIST APMS policy.

General Workforce:  NIST adheres to the Department of Commerce Performance Management System Handbook, Recognition Section, Chapter 3, Delegations of Authority.

RESPONSIBILITIES
APMS:  Responsibilities for the APMS are described in the APMS Project Operating Procedures, Performance Management Section, Chapter 2, Roles and Responsibilities.

General Workforce:  Responsibilities for the General Workforce are generally described by DAO 202-430, Performance Management System, Section 5, Roles and Responsibilities, and in more detail in the Department of Commerce Performance Management Handbook, Chapter 4, Roles and Responsibilities.

The Human Resources Management Division (HRMD) is the content owner.
