10.03.01
PURPOSE
This subchapter presents NIST's policy for the classification of positions
covered under the NIST Alternative Personnel Management System (APMS) Automated
Classification System (ACS) as established under Section 10 of Public Law
99-574, National Bureau of Standards (now NIST) Authorization Act for Fiscal
Year 1987.
10.03.02
SCOPE
This subchapter covers all NIST employees whose positions are included
under the "Position Classification" section of the NIST APMS. This population
consists of all NIST employees in occupations formerly included in the
General Schedule.
10.03.03
INTRODUCTION
The NIST APMS Position Classification Manual constitutes the NIST subchapter
on classification of covered positions using the NIST ACS.
Copies of the Manual are available from the OU Office or the Office
of Human Resources Management.
10.03.04
AUTHORITY, POLICY, AND MANAGEMENT
The NIST Personnel Management Board (PMB) exercises overall authority,
as set out in the APMS Classification Manual and in the PMB committee charter
(see Subchapter 3.01 Appendix A) for setting policy, managing the system,
delegating authority, monitoring and adjusting classification practices,
and reviewing and deciding broad classification issues. The PMB members
are appointed by the Director from among top managers of NIST.
