APPENDIX B
PLACING PAID ADVERTISEMENTS
Policy
Paid advertising may be used for any position or occupation when the advertising is seen as cost-effective and likely to produce candidates who would otherwise not know about the vacancy through non-paid advertisements. Paid advertisements may be placed in any appropriate media subject to the following restrictions:
1. Paid advertisements must be used in conjunction with a vacancy announcement or the Applicant Supply File.
2. A specific Application Form, e.g., Optional Form (OF) 612, Optional Application for Federal Employment, cannot be required (i.e., any and all written forms of application are acceptable).
3. Minimum educational requirements are specified in the Qualification Standards. By law, a federal agency may not require additional education beyond the OPM qualification standards to meet the minimum qualifications of a position.
4. Applications received must be directed to the Human Resources Management Division (HRMD). The advertisement may include a statement that refers technical questions about the position to the selecting official.
5. HRMD includes applications received from the paid advertisements with those received from the Vacancy Announcement.
