SCIENTIFIC AND TECHNICAL RESEARCH AND SERVICES

The Committee recommendation includes $4,000,000, as requested, for standards development for explosive threat detection equipment and to strengthen security of the cold neutron reactor. The entire amount is designated as an emergency appropriation. Further, the Committee directs the NIST to direct $3,000,000 from lower priority programs to the investigation of the technical causes of the collapse of World Trade Center towers, as proposed in a March 2002 reprogramming request.
