SCIENTIFIC AND TECHNICAL RESEARCH AND SERVICES

For an additional amount for `Scientific and Technical Research and Services' for emergency expenses resulting from new homeland security activities and increased security requirements, $37,100,000, of which $20,000,000 is for a cyber-security initiative: Provided, That the entire amount is designated by the Congress as an emergency requirement pursuant to section 251(b)(2)(A) of the Balanced Budget and Emergency Deficit Control Act of 1985, as amended:

Provided further, That $33,100,000 shall be available only to the extent an official budget request that includes designation of the $33,100,000 as an emergency requirement as defined in the Balanced Budget and Emergency Deficit Control Act of 1985, as amended, is transmitted by the President to the Congress.
