The Committee recommends $11,237,000 for the Technology Administration appropriation which funds the Office of the Under Secretary for Technology and the Office of Technology Policy. This funding level is $5,637,000 above fiscal year 1994, $1,237,000 above the House allowance, and the same as the budget request.
The Technology Administration was created in 1989 in recognition of the critical importance of technology to the Nation's long-term industrial competitiveness and economic strength. The Technology Administration serves as the Commerce Department's focal point for technology policy and for effectively coordinating policies to enhance U.S. industrial competitiveness.
The Committee concurs with the House report language regarding the importance of the Technology Administration. The Committee recommendation provides funding for manufacturing and technology competitiveness and access to foreign science and technology.
The Committee commends the Under Secretary for Technology for the collaborative activities between the Technology Administration and the National Technology Transfer Center. Increasing collaboration between these entities will ensure that the Federal Government avoids duplication of resources. The Committee urges the Under Secretary to continue to integrate the resources of the National Technology Transfer Center to the greatest extent possible in Technology Administration endeavors, including current plans for the electronic management of the agency's functions and implementation of the manufacturing extension partnership.
