CAMS Phase III Final Training Strategy

9    Critical Success Factors

The effectiveness of the Training Strategy will be measured in part by the realization of the critical success factors summarized below:
  • Buy-in to the strategy from DCFO Group Managers and Division Chiefs and, SMAs is achieved

    Managers must believe that the timing and approach selected is the most optimal and must publicly voice support of the strategy. The importance that employees place on participation and comprehension of the training materials will be dependent upon sponsorship from their managers. Managers can show buy-in and sponsorship by attending training alongside their employees.
  • Trainees are held accountable for self learning, comprehension, and transfer of knowledge to their jobs


  • The heavy year-end workload of DCFO staff and SMAs and AOs necessitates conducting expert led classroom training well in advance of the implementation of CAMS. To ensure that knowledge is maintained upon implementation, managers must hold trainees accountable for participating in a self-learning CAMS training program (described in section five). Trainees must also be held accountable for ensuring their own understanding of CAMS, as demonstrated in their ability to perform their job duties after implementation. It is recommended that all trainees be required to spend a minimum of three to five hours per month in the CAMS Lab utilizing their CAMS notebooks after classroom training is delivered.

  • Training space is secured for the System Expert and self-learning programs

  • The vast number of stakeholder groups requiring training will likely result in simultaneous training sessions being conducted. Training space must be secured well in advance.

  • System Experts successfully complete their training programs


  • System Experts will provide a significant portion of the post implementation training and support program. As of January 2003, each DCFO group had multiple volunteers for the program. To provide the anticipated post implementation support, these volunteers must demonstrate dedication and system aptitude to successfully complete the program.

  • The Trainers possess the necessary training and facilitation skills to effectively deliver the training

  • A Train the Trainer program will not be conducted for the Module Leads prior to conducting expert led training. It is assumed that these individuals already possess the required skills to conduct effective training, such as: ability to manage difficult people, comfort in conducting stand up training, ability to tailor style and approach to the audience, ability to sense the needs of the audience, etc.

    A basic class on training and facilitation skills will be conducted for system experts.

  • Logistics (e.g. space, computers, etc.) to conduct training are secured


  • The vast number of stakeholder groups requiring training will likely result in simultaneous training sessions being conducted. Training space and materials must be secured well in advance.
