CAMS Phase III Final Training Strategy

7    Training Environment/Logistics/Development of Training Materials

7.1    Training Environment

To finalize the CAMS Phase III training environment, it is essential to finalize the following components of the CAMS Phase III Training Program:

  • Multiple classroom training locations
  • Training schedule
  • Training data
  • Availability of training databases
Multiple training databases may be used to support the CAMS Phase III training environment, allowing users to gain hands-on-practice using the system. The CAMS Phase III training environment (supported by the CAMS training instance) will be as close to an exact replica of the system (and related interfaces) as possible. Users will access the CAMS Phase III training environment as they would the “production instance” and create and modify realistic information that will be stored in the Training Database.

By creating and modifying realistic financial data, participants will gain hands-on experience using the new system in a risk-free environment.

The CAMS training instance will have the following basic characteristics:
  • Training User Names and passwords will be provided for each training station (to provide log-on access to the CAMS Phase III Training environment),
  • The Training Database will be pre-populated with realistic information to support the CAMS Training activities,
  • Each training room/facility will have PC access to the CAMS Phase III Training environment and Training Database,
  • The Training Database will be pre-populated with realistic financial information pertinent to each training course given, and
  • Each training room/facility will have PC access to the CAMS training environment.
7.2    Training Logistics

7.2.1    Training Facilities

NIST and CSC training facilities will be used for CAMS Phase III training for all trainees located in Gaithersburg and Washington, DC. An assessment of the Boulder, Colorado training facilities will be completed to determine the most appropriate facility for CAMS training.

7.2.2    Training Delivery Schedule

The Phase III Training Delivery Schedule will be presented as a calendar that defines the delivery date(s) for each training module by location. The CAMS Implementation Team will maintain this schedule. Once finalized, it is imperative that the Training Delivery Schedule remains unchanged, as changes will significantly effect the CAMS Phase III training environment.

The Training Delivery Schedule will be used to:

  • Schedule trainees, instructors and materials production for training courses,
  • Reserve training venues and equipment, if necessary, and
  • Plan and prepare the Training Database and technical environment.

The development of the final CAMS Phase III Training Delivery Schedule will coincide with the completion of the “to-be” role analysis.

7.3    Trainers

7.3.1    Functional Experts

Classroom instruction provided by Functional Experts will be the primary method for training Phase III end-users. Functional Experts are members of the CAMS Implementation Team who are experts in both government accounting practices as well as CAMS.

7.3.2    System Experts

System Experts will assist Functional Experts during Phase III Classroom Training by facilitating portions of training classes. This will help System Experts demonstrate their knowledge and increase the likelihood that co-workers will seek the assistance of System Experts on CAMS related issues after the implementation.

7.3.3    Change Management Team

The Change Management Team will serve as training coordinators throughout the entire CAMS Phase III Training Program. As part of this effort, members of the Change Management Team will be responsible for coordinating all training logistics and maintaining the Phase III training schedule. Change Management Team members will facilitate the Learning Comprehension Agreement sections of each training class. In addition, the Change Management Team will administer all training evaluations and provide self-learning evaluation results to Group Mangers.

7.3.4    Training Materials

Training materials will include, but not be limited to, the following:

  • CAMS Phase III Training Binder

    • Module specific training materials
    • Course slides
    • Classroom practice exercises
    • Games

  • CAMS Phase III Training Workbook

  • Facilitator Guide

  • Job Aids

  • Training Evaluations

  • Training Data
