5    Learning Comprehension Strategy

The phased approach to training described in the previous section requires individuals to take ownership for ensuring their retention of CAMS knowledge. Consequently, it is essential that a focus be placed on knowledge comprehension and retention throughout the process. The illustration below depicts the proposed strategy for monitoring comprehension throughout the Phase III Training Program.

CAMS Learning C omprehension Strategy

Trainees’ direct managers will have primary responsibility for monitoring individual comprehension and retention of CAMS training topics. The CAMS Implementation Team and System Experts will play a support role by administering training evaluations in the CAMS Lab during the months following classroom training and prior to implementation. Results from these evaluations will be forwarded to Group Managers. Additionally, Implementation Team members and System Experts will provide direct feedback to trainees on an ongoing basis.

Managers will ultimately decide if trainees are “job ready” by reviewing Learning Comprehension Agreements and training evaluation reports and considering trainees’ overall monthly CAMS Lab attendance. The ultimate test will be trainees’ ability to process transactions within CAMS beginning October 1, 2003. If Group Managers uncover knowledge/comprehension gaps within individuals at any point after implementation, trainees will be asked to update their Learning Comprehension Agreements to document the strategy for closing the gaps. The CIC Staff, CAMS Lab, and System Experts will serve as resources to managers and trainees when continuing knowledge/comprehension gaps are identified.

The first step in the Learning Comprehension Strategy is trainees’ development of Learning Comprehension Agreements, as described in section 5.1.

5.1    CAMS Phase III Learning Comprehension Agreement

A Learning Comprehension Agreement documents an understanding between the trainee and his/her manager on the areas where the trainee will focus his/her self-learning after the classroom training is completed prior to the implementation of CAMS. Trainees, at the end of each training class, will add to their Learning Comprehension Agreements for the CAMS Phase III Training Program. After all classroom training is completed in July, the agreements will be discussed between trainees and managers to agree upon trainees’ continuing learning/training needs after the CAMS Phase III classroom training is conducted and to clarify how managers can offer support. By completing the CAMS Phase III Learning Comprehension Agreement, trainees will take responsibility for their learning after the classroom training is delivered and thus will help facilitate their knowledge retention.
